Job Description

The Catholic Development Commission in Malawi of the Archdiocese of Lilongwe(CADECOM Lilongwe) is a relief and development arm of the Catholic Church, it aims at creating awareness and empowering the disadvantaged men, women and youths at all levels to undertake development which is integral, gender and environment sensitive, sustainable and which promotes justice, human dignity and self-reliance with the active participation of the people themselves so that they take up responsibility of their own destiny. CADECOM of the Archdiocese of Lilongwe implements a number of projects in the areas of Food and Nutrition Security and Livelihoods, Environment and Natural Resources Management, Gender, Early Child Development, Disaster Risk Reduction (DRR), Water Sanitation and Hygiene (WASH), Entrepreneurship and Skills Development among others.

CADECOM is looking for a well-qualified and experienced candidate to fill the vacant position as below:

POSITION: Archdiocesan CADECOM Coordinator

REPORTS TO: Director of Social Services

Duty Station: Lilongwe

PURPOSE OF THE POSITION

  • To oversee & manage the smooth, efficient and effective implementation, monitoring and expansion of all CADECOM projects and activities.

SPECIFIC DUTIES AND RESPONSIBILITIES

Programme/Project(s) Planning, Management and Implementation

  • Plan, manage & facilitate implementation of all projects undertaken by the department.
  • Compile/Develop work plans and progress reports as required by management, donors and other stakeholders.
  • Organize and facilitate planning meetings, quarterly, bi-annual and annual review of all project teams.
  • Ensure organisation’s programme activities are grounded, strongly inter linked and consolidated.
  • Ensure quality and directional implementation of all projects.
  • Ensure lessons are documented by the programme team in the most effective way demonstrating value for money.

Fund Raising & Donor Relationship Management

  • Facilitate growth & expansion of CADECOM operations through proposal development and any other resource mobilization strategies.
  • When requested, represent CADECOM /to local government authorities’ forums, partners’ forums.
  • Ensure all relevant partners and stakeholders are kept informed of CADECOM activities as appropriate.
  • Develop and manage relationship and networks with donors.
  • Development programme/project ideas that lead into quality grant proposals.
  • Respond to potential funding opportunities in the country and with other international organisationns.

Program Reviews, Monitoring, Evaluation, Program Learning and Reporting

  • Coordinating MEAL-activities, overall Implementation of the programme’s MEAL standards and quality assurance of MEAL related reporting by project team.
  • Promote evidence-based learning and the agenda of advancing alternatives
  • Represent the Commission in various programme-related knowledge sharing and learning forums and ensure documentation and sharing of feedback with the team.
  • Track trends in contemporary development programming and programme management practices.
  • Support the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer/Specialist in executing all of his/her tasks/duties/responsibilities.

Partnerships and Networking

  • Representing the organization and participating in network and alliance meetings, events and forums at national and international levels.
  • Ensuring effective information flow and communication with other stakeholders including partners and international teams.
  • Initiating and nurturing networks and alliances with academia, and research institutions.
  • Ensuring effective partnerships at all levels as per standard procedures and guidelines of the Commission.
  • Coordinating and supporting review of organization’s partnerships.

Financial Management

  • Develop, monitor, review and update the Programme department activity, work plan to ensure that it attains its objectives as cost-effectively and efficiently as possible.
  • Review and approve programme concepts, partner financial requests as per organizational process and procedures.
  • Manage the expenditure and disbursement of resources allocated to program department
  • Review programme expenditures from the programme team line staff to ensure conformity to Financial Policies and Procedures Manual (FPPM)
  • Monitor and advise on programme and project spending and variance report as per organizational process and procedures.

Human Resource Management

  • Lead and manage program team to achieve its mandated targets in accordance to annual operational plans.
  • Ensure an empowering work environment and team building in compliance to organisation’s values, principles and attitude.
  • Ensure an enabling environment for staff performance, recognition and reward of the program team to encourage staff productivity, innovation and performance.
  • Participate in the review of staff job descriptions and setting of performance standards.
  • Participate in recruitment of staff under supervision of HR.
  • Assign performance objectives to supervised staff.
  • Conduct comprehensive performance appraisal of supervised staff and provide/obtain feedback whenever necessary.
  • Ensure that performance records of all staff are submitted to HR on time.
  • Provide induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively.
  • Collaborates with HR Office to identify training needs and development opportunities for supervised staff.

Policy Management and Compliance

  • Develop and implement of the Commission’s Strategy and policies for the management of projects, programmes and partnerships.
  • Lead review and update of organisation policies and procedures and advise the archdiocese on the potential implications of the new system, policies and procedures
  • Implement all necessary policies and procedures to ensure that correct procedures are followed by staff under supervision
  • Adhere/comply with approved organizational policies and procedures
  • Perform any other duties as assigned by management from time to time

REQUIREMENTS

  • Bachelor’s Degree in Agriculture, Agriculture Extension, Agribusiness Management, Development studies or similar field required.
  • Proven experience in project proposal development, project implementation as well as project monitoring and evaluation will be an added advantage.
  • Experience in implementation of livelihoods activities (i.e. Climate Smart Agriculture, Value addition, WASH, Livestock management, Micro finance, Entrepreneurship among others)
  • Strong strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make solid judgment and decisions.
  • Team leadership abilities with diverse/multi-disciplinary teams.
  • Strong communications and presentation skills; able to develop tailored and persuasive messaging for varied audiences.
  • Proactive, resourceful, solutions-oriented and results-oriented
  • Conversant with Catholic Social Teaching.
