Duties
The Budget Analyst takes the lead in formulating the annual budgets for an assigned set of allotments (e.g. Public Diplomacy, Diplomatic Security, Diplomatic and Consular Programs, etc.) and incorporates revisions throughout the year including the mid-year budget. The incumbent tracks the execution of these budgets and develops recommendations concerning spending in the current and upcoming fiscal year. The Budget Analyst works closely with the Accounting Technicians to provide daily batches of obligations and payments within all allotments to the FMO for certification.

Diploma in a business-related subject including accounting, finance, or management is required. Technical education or formal training in accounting, budgeting or management with an accredited certification is required.Evaluations:

Experience:
Minimum of five (5) years of progressively responsible experience in finance, audit, budget or accounting is required.
Language:
English level 4 (Fluent) speaking/reading/writing may include the ability to translate is required.
Chichewa level 4 (Fluent) speaking/reading/writing, may include the ability to translate is required.
Job Knowledge:
Must have strong budgeting, forecasting, and expense tracking skills. Familiarity with budgeting cycles and reporting in government or large organizations. Understanding of federal financial regulations. Proficiency in financial data analysis and reporting. Experience with financial software and data management tools. Effective at conveying budget information to stakeholders. High accuracy in budget management and auditing.
Skills And Abilities:
Must have solid accounting and quantitative skills to analyze complex budgets. Requires strong skills with computers, particularly accounting packages and Excel.

ADDITIONAL EMPLOYMENT CONSIDERATIONS
The following apply to EFMs, USEFMs, and AEFMs only:
- Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.
- Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.
The following apply to Locally Employed (LE) staff only:
- Current employees serving a probationary period are not eligible.
- Current employees with an Overall Summary Rating of Needs Improvement, Unsatisfactory, or an MBC score of less than 100 points on their most recent Employee Performance Report are not eligible.
