Emmanuel International (EI) is a local NGO in Malawi, currently with active presence in 19 districts. Emmanuel International started its operations as an NGO in the Country in 1987. EI exists to encourage, strengthen, and assist local community structures to meet the holistic needs of the poorest of the poor in their local context. Since its inception, E.I. has built on and strengthened its capacities to reach vulnerable populations in Malawi with effective programming in the areas of Capacity building of local structures, Health care management, Food and Nutrition Security, MCHN, WASH, Education, SRHR, Gender Equality, Women Economic Empowerment, Climate Change Management, Emergency humanitarian response and HIV/AIDS among others. EI Malawi focuses on provision of last mile services that respond to the needs of the vulnerable groups, the youth, women, girls, people with disability, ultra-poor and the elderly.
In anticipation of an upcoming USAID-funded PMI Case Management and Social Behavior Change Project, Emmauel International seeks to recruit for the key positions below. Therefore, the positions are subject to award being made to EI and donor approval. The PMI Case Management and Social Behavior Change Project will seek to increase access to, demand for, utilization of, quality of, and satisfaction with malaria services and preventive measures.
Position Title: Chief of Party (1) – Based in Lilongwe Position Summary:
The Chief of Party will provide overall leadership and guidance for the effective management and implementation of project. He/she will serve as the primary point of contact for donors, government and other key stakeholders’ engagement.
Responsibilities
- Provide strategic guidance, leadership, management, and general technical oversight for the program. Continuously seek to enhance operational efficiencies and introduce innovations in
delivery methods. - Supervise the development and timely submission of project deliverables within the allocated budget.
- Recruit, lead, manage, and supervise delivery teams composed of both long-term and short-term team members as well as consortium partners.
- Act as the principal point of contact with USAID/Malawi, the Malawi Government, statutory bodies/institutions, and all other relevant counterparts, implementing partners, and stakeholders involved in the program.
- Manage the program’s financial oversight and procedures, ensuring compliance with E.I’s established accounting principles and USAID regulations.
- Establish systems that facilitate integration, collaboration, private partners, and youth engagement in the project components.
Requirements and Qualifications
- A Master’s Degree or Degree in Clinical Medicine, Public Health, Project Management, or any relevant field.
- 10+ years of professional experience and at least 5 years of in a senior management position in an NGO in Malawi.
- Previous positive experience as Chief of Party, Deputy Chief of Party or Project Director on a USAID-funded Project is highly preferable.
- In-depth understanding of Malaria Case Management in Malawi and Social Behavior Change.
- Demonstrated capabilities in institutional capacity building, and high-level strategic visioning and leadership.
- Demonstrable experience in designing, implementing, monitoring malaria programs preferably funded by USAID.
- Technical proficiency with Word, Excel and PowerPoint.
- Up -to-date knowledge of USAID Financial Management Rules and Regulations
- Significant financial and operations management acumen.
