(CONSULTANTS)

PROJECT: DHIS 2 Database Development under Global Fund HIV/TB Grants

Background

World Vision (WV) is a global Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. World Vision started its operations in Malawi in 1982 and had over the years worked in a number of communities with an overall aim of improving the well-being of children through development program approach.

World Vision has been implementing Global Fund grants in Malawi since 2016, initially supporting the implementation of Adolescent Girls and Young Women (AGYW) programs as a Sub-Recipient and later implementing HIV/TB and Malaria Grants in Grant Cycle 6 as the Principal Recipient, starting in 2020. Under the HIV/TB Grant, modules have included AGYW, Key Populations (KP) (Female Sex Workers and Men having Sex with Men), Community TB, Condom Distribution to the Last Mile, Teen Club Programming, and Community Systems Strengthening.

A critical component of implementing these modules is effective data management. Community volunteers collect data verified and approved by Sub-Recipient (SR) Monitoring and Evaluation Officers before submission to World Vision for consolidation and reporting to the Global Fund.

As World Vision continues as the Principal Recipient of the HIV/TB Grant under Grant Cycle 7, there have been changes in program implementation. Additional core indicators have been introduced, and existing indicators have been redefined. To align with these changes, World Vision and partners have updated data collection tools and developed custom indicators to track grant impact and
implementation quality.

World Vision now seeks the services of a consultant to revise and enhance the data management system to align with revised tools and indicators and to incorporate the DHIS2 tracker program across all modules.

Specific Objectives:

The objective of this consultancy is to develop, configure, and deploy a data management system using DHIS2 tailored to the specific needs of the GC7 HIV/TB grant. Specifically, the data management system will:

  • include digital data entry forms on a mobile phone data entry application
  • have dashboards capable of tracking both core and custom indicators.
  • include a capability of data approval at the SR level before submission to the PR.
  • implement the DHIS2 tracker program for all core indicators.

Apart from configuring and deploying the system, the consultant will be required to provide routine support and maintenance services.

Consultant Qualifications:

The ideal consultant should have the following qualifications:

  • Advanced degree in Public Health, Information Technology, Data Science, or a related field.
  • Certification in DHIS2 tracker program development
  • Proven experience with DHIS2 configuration, customization, and deployment.
  • Demonstrated experience in developing data management systems for health-related projects, particularly HIV/TB.
  • Strong analytical, problem-solving, and project management skills.
  • Excellent communication and training skills.
  • Knowledge of data quality standards and Global Fund reporting requirements is preferred.

  • Detailed specifications meeting the outlined requirements.
  • Proof of capability and previous experience in supplying similar services.
  • Financial proposal including delivery timelines.

The ITB will be sent through a sourcing event from COUPA- World Vision International procurement online system within 24hrs upon receipt of an email of expression of interest from the bidder. Expression of interest sent after the 21st January, 2025 will not be considered.

Proposal Submission Details

Submission of tenders should be on or before Friday the 24th January, 2025 at 17:00hrs Lilongwe time. Bids must be sent through the: COUPA- World Vision International procurement online.
