Job Description

Applications are invited from suitably qualified persons of Malawi origin to fill the following Executive Management Vacant positions at the Malawi Institute of Education (MIE) in Zomba.

THE ORGANIZATION

The Malawi Institute of Education (MIE) is a Government semi-subvented parastatal organisation established by Order, Government Notice No. 60, 1979, under the Education Act (CAP. 30.01). The establishment of the Institute is reinforced in the Education Act 2013.

MIE became operational in April 1982. The Institute fulfils the social function of ensuring that the education provided in Malawi is of high quality. The Institute invites suitably qualified and experienced dynamic individuals to fill the following positions:

DIRECTOR OF CORPORATE SERVICES GRADE M2 (3-year term contract)

PURPOSE OF THE JOB

The position exists to provide overall leadership to the Human Resources and Administration divisional development, planning and implementation.

PERSON SPECIFICATIONS

i. A holder of a bachelor’s degree in either Human Resources Management, Public Administration, Business Administration or equivalent and a Master’s degree in Human resources management, Public Administration, Business Administration, or any related field obtained from a reputable learning institution accredited by the National Council for Higher Education (NCHE).
ii. Must have ten (10) years post-graduation experience, of which five years should be at a senior management level in a related field.


iii. Should be mature and have a demonstrable ability to work as a team leader.
iv. Should have a thorough understanding of Malawi Labour Laws
v. Be decisive, self-motivated, and assertive with excellent communication and interpersonal skills.
vi. Have strong analytical, problem-solving and decision-making skills.
vii. A team player, results-oriented and of high integrity.
viii. Have good leadership skills and excellent team-building and negotiation skills.
ix. Have excellent gender management and mainstreaming skills.
x. Proficiency in MS Office.

JOB SPECIFICATIONS

Reporting to the Executive Director, the job holder will, among other responsibilities, be responsible for:

i. Developing, reviewing and monitoring the implementation of corporate policies, strategies, plans and budgets related to human resources, administration, hospitality, ICT, procurement, maintenance and security services.
ii. Establishing high-level credibility and strong working relationships among staff and other stakeholders.
iii. Enhancing financial, human resource, administration, ICT and procurement systems.
iv. Analysing periodic consolidated reports and recommending appropriate interventions to Management and the Board of Directors.
v. Leading in risk management, corporate governance processes and facilitating internal and external audit exercises
vi. Taking ultimate responsibility for the Institute’s cash management policies regarding capital requirements, debt, equity, disposals and acquisitions.
vii. Allocating work and appraising staff
viii. Developing and monitoring resource mobilisation strategies
ix. Preparing regular reports
x. Carrying out any other duties as assigned by the Executive Director.
