Job Description

The Smallholder Farmers’ Fertilizer Revolving Fund of Malawi (SFFRFM) is inviting applications from suitably qualified candidates of Malawi origin to fill the position of Director of Human Resources and Administration (Grade F2) tenable at its Head Office in Blantyre. The Director of Human Resources and Administration will be reporting to the Chief Executive Officer.

1. JOB TITLE: DIRECTOR OF HUMAN RESOURCES AND ADMINISTRATION

Reporting to: Chief Executive Officer
Responsible for: Human Resources Manager: Administration Officer

2. PURPOSE OF THE JOB

The Director of Human Resources and Administration shall be responsible for prudent management of the Fund’s human resources and assets and also provide advice and guidance to management on human resources and administration issues for the effective and efficient delivery of services.

3. KEY DUTIES AND RESPONSIBILITIES

Human Resources

a) Recruitment and Staffing

  • Manage the end-to-end recruitment process, including job posting, candidate screening, interviews and selection.
  • Ensure compliance with legal and company requirements during the recruitment process.

b) Employee Onboarding and Offboarding

  • Oversee the onboarding process for new hires, ensuring a smooth transition into the organization.
  • Manage exit processes and conduct exit interviews to gather feedback and insights.

c) Performance Management

  • Implement and manage performance appraisal systems, including goal setting, evaluations and feedback.
  • Develop strategies to improve employee performance and engagement.

d) Employee Relations

  • Foster a positive work environment by addressing employee concerns, grievances, and conflicts.
  • Promote open communication and resolve workplace issues effectively.

e) Training and Development

  • Identify training needs and coordinate the development of training programs to enhance employee skills.
  • Support professional development and career growth opportunities for employees.

f) Compensation and Benefits

  • Administer compensation and benefits programs, including salary reviews and employee benefits.
  • Ensure compliance with labor laws and regulations related to compensation.

g) HR Policies and Compliance

  • Develop, update, and communicate HR policies and procedures to ensure legal and ethical compliance.
  • Keep up-to-date with labor laws and regulations to ensure the organization’s adherence.

h) Human Resource Planning

  • Overseeing and planning human resources and monitor staff development.

i) Employee Engagement and Well-being

  • Develop and implement initiatives to enhance employee engagement, morale, and well-being.
  • Organize employee engagement activities, team-building events, and wellness programs.
  • Overseeing implementation and management of cross cutting issues such as HIV/AIDS, mental wellness, gender mainstreaming, climate change awareness at workplace and environmental sustainability.

Administration

a) Administrative Operations

  • Oversee day-to-day administrative operations, including office management, facilities, and vendor relationships.
  • Oversee contract management with suppliers of subcontracted service providers.

b) Health and Safety Compliance

  • Ensure compliance with health and safety regulations, implementing safety protocols and initiatives.
  • Conduct regular safety audits and inspections to maintain a safe work environment.

c) Record Keeping and Documentation

  • Maintain accurate and organized HR and administrative records, including personnel files and documentation.
  • Prepare reports and presentations for management on HR and administrative matters.

d) Budget Management

  • Manage HR and administrative budgets, ensuring cost-effective resource allocation.
  • Monitor expenses related to staffing, benefits, training, and office operations.

4. PERSONAL ATTRIBUTES AND SKILLS

5. QUALIFICATIONS AND EXPERIENCE

The ideal candidate must have:

  • Master’s Degree in Human Resource Management, Business Administration, Public Administration or its equivalent;
  • Bachelor of Administration, Human Resource Management, Public Administration from a NCHE accredited institution of higher learning.
  • Minimum of 5 years relevant work experience in a senior managerial position in a reputable public or private institution.
  • Knowledge of Microsoft office packages
