Key Responsibilities:

Purpose of the Position:

To co-ordinate all Food Aid Programs in the district and ensure compliance to Donor and World Vision requirements /guidelines and ensure networking with all district stakeholders as well as Relief and Development agencies.

MAJOR RESPONSIBILITIES

Coordination and Networking with district stakeholders

  • To co-ordinate and foster relations with other World Vision Programs in the district as to ensure proper allocation and sharing of resources
  • Co-ordinate with other Relief and Development Agencies, Local Authorities and Government   stakeholder in the District in ensuring that food security and development intervention strategies are targeted to the appropriate target population.

Food Assistance programming

  • Assist Food Assistance Managers, Development Facilitators and district teams to plan, implement, monitor and evaluate approved activities as per programs design.
  • Ensure programme compliance to Humanitarian Accountability standards
  • Ensure that all commodities and other materials earmarked to target populations are properly handled, stored, transported, distributed, tracked, fully accounted for and reported on according to World Vision standard procedures and Donor policy.
  • Participate in the recruitment of staffs that have the required knowledge, skill and abilities in order to meet WV food assistance programming standards.

Supervision and Monitoring

  • Visit target communities on regular basis to get their perceptions and experience so as to assist in planning and development relevant community-oriented and sustainable programs
  • Conduct un-scheduled and scheduled field visit to observe distribution and check compliance with set standards.

Budget management at district level

  • Prepare district budgets, expenditure analysis resources (financial and material) produce regular and timely progress reports regarding all food programs

Project staff management

  • Identify other training needs during appraisal process and liaise with Food Assistance officer and P & C to develop strategies for capacity building.
  • Develop and maintain an updated succession plan for the team that can be utilized whenever opportunities arise.
  • Implement staff performance management strategy.
  • Develop a leave management plan and oversee its implementation to ensure staff exercise life work balance.

KNOWLEDGE, EXPERIENCE AND QUALIFICATIONS REQUIRED

  • Extensive exposure to food aid programs (minimum 10 years)
  • Proven organizational planning and managerial skills
  • Demonstrate ability in the design and effective use of training materials
  • Stays open to internal and external feedback
  • Finds fulfilment in work through creativity, risk taking, initiative, and innovation, and encourages the same in colleagues.
  • Ability to supervise and mentor subordinates
  • Ability to work under minimum supervision
  • Degree in Development Studies, Education, Logistics, humanities with 3 Years’ experience in project Management
  • Diploma in Development studies, Education, logistics with 10 years’ experience in project management
  • Knowledge of commodities & logistics operations, preferably within WV context, specifically those that relate to food distributions, warehousing, reporting, tracking, monitoring etc.
  • In-depth knowledge of community development
  • Report writing skills and computer knowledge
  • Well-developed stakeholder networking and coordination skills
