About us:
Inter Aide is an international organisation specialised in the implementation of programmes
that promote access to development for the most vulnerable communities. Inter Aide has been
working in Malawi since 1992 with interventions in Health, Water Access and Sanitation, and
Agricultural development in the Central and Southern regions of Malawi.
Inter Aide, in collaboration with local partners and the Department of Animal Health and Livestock
Department (DAHLD) from the Ministry of Agriculture, has developed over the last fifteen years
an expertise on the implementation of community vaccinators networks allowing the vaccination
of chickens against the Newcastle Disease to improve the nutrition and incomes of small-scale
rural producers.
The current program operates in Lilongwe, Zomba, and Phalombe districts and benefits more than
85,000 families. A new phase of the program, funded by the French Development Agency, started
in September 2023 and aims 1) To support the government of Malawi in improving the production
of I-2 vaccine and its quality control; 2) Extending the network of vaccinators to six additional
districts; and 3) Supporting the Government of Malawi to improve the governance of the sector.
Inter Aide seeks a motivated, analytical, and field-oriented professional with a strong passion for
evidence-based project improvement to take over the role of Evaluation Officer for one year with
the possibility of extension.
About the Position:
The Evaluation Officer (EO) will be responsible for designing, conducting, and reporting on
evaluation activities such as baseline studies, organisational diagnoses, coverage studies, and
trajectory surveys, among others.
The EO will work closely with the M&E Team, the regional teams, and project partners, including
government focal persons, to ensure robust evaluation practices. They will also contribute to
continuous project improvement by providing actionable insights from evaluation findings.
The role requires regular fieldwork, analytical proficiency, and a strong ability to assess the
integration of the project’s gender approach across all levels. The EO will be based in Lilongwe
and frequently travel to the field, with at least quarterly visits to the regional offices.
Duties and Responsibilities:
In this capacity, the Evaluation Officer will be responsible for:
- Design, planning, and implementation of evaluation activities: Leading the planning
and supervision of these evaluations under the guidance of the M&E Coordinator. This
includes conducting organizational diagnostics, baseline studies, trajectory surveys,
coverage studies, project area mapping, and various other qualitative studies as needed. - Develop evaluation protocols and improve tools for data collection and analysis.
- Supervise and train M&E Officers and eventual surveyors on quality data collection using
tools like Kobo Toolbox. - Conduct advanced data treatment and analysis using tools like GIS and statistical software.
- Compile and prepare timely reports, including progress and performance evaluations.
- Present findings to stakeholders while ensuring alignment with project requirements.
- Actively support the project’s team to reflect on the different gender integration mechanisms and their implementation.
- Work with DAHLD and other stakeholders to ensure alignment with evaluation frameworks and data reporting mechanisms.
- Conduct regular field visits and contribute to team coherence.
- Undertake additional duties as per the project needs to evolve in the scale-up process.
Qualifications and Experience:
Essential
- Bachelor’s Degree in Agricultural Economics, Statistics, or a related field with ideally 5 to
6 years of experience, and a minimum of 3 or 4 years of experience in M&E or research
roles. - Strong analytical skills /research background and proficiency in quantitative and qualitative evaluation methodologies.
- Sound experience in direct implementation of data collection and surveys.
- Expertise in data analysis and reporting tools (e.g., MS Office, KOBO, statistical software, GIS).
- Demonstrated strong reporting skills.
- Excellent communication skills in English.
- Motivation for fieldwork and ability to work autonomously.
- Experience or training in gender mainstreaming within evaluation processes.
Preferred
- Bachelor Degree in Monitoring and Evaluation.
- Experience in evaluation roles within livestock-related projects.
