Job Description
The Teachers Council of Malawi (TCM) is a parastatal organization mandated to regulate the teaching profession in Malawi. Established under the Education Act No. 21 of 2013, TCM is responsible for ensuring high standards of professionalism, accountability, and ethical conduct among teachers across all levels of the education system. The council oversees teacher registration, professional development, and compliance with ethical and professional standards to enhance the quality of education in the country.
In pursuit of its mandate, TCM invites applications from suitably qualified and experienced individuals of Malawian origin to fill the following positions:
Job Title: Finance Manager
Grade: TC3
Reporting to: Chief Executive Officer
Responsible for: Accountant.
Purpose of the Job: To manage and account for TCM financial resources and assets.
Key Duties and Responsibilities:
1. Developing, reviewing, and monitoring implementation of policies, plans, budgets,
programmes, strategies, systems, procedures and regulations of financial resources, stores and assets;
2. Overseeing the processing of salaries, advances and all other payments including statutory obligations;
3. Developing and enforcing implementation of internal financial controls and risk management
mechanisms in line with Government requirements and the Finance Policy and Procedures Manual;
4. Monitoring the institution’s cash flow and bank balances;
5. Approving and monitoring journal vouchers and bank reconciliations of all bank accounts;
6. Preparing financial reports in accordance with applicable accounting standards;
7. Providing support in resources mobilization programs;
8. Consolidating, monitoring and reviewing divisional annual budgets;
9. Providing information and assistance to internal or external Auditors in times of audit activities;
10. Allocating work and appraising staff
Minimum Qualifications and Work Experience
- Bachelor’s Degree in Accounting or Finance plus professional qualification such as: ACCA, CPA, CIMA
- Four (4) years’ relevant post qualification experience at senior management level.
- Must be registered with the Institute of Chartered Accountants in Malawi (ICAM).
