Position Overview
Reporting to the Finance Manager this position will assist the Finance Manager to manage project financial operations, including project accounting and cash management, staff and vendor payments, bank account reconciliation, fund transfers requests, and other tasks assigned by the Finance Manager.
Roles and Responsibilities:
– Assists the Finance Manager to manage the financial aspects of the project. This includes but is not limited to cash management, project accounting, invoicing, vendor, grantee, consultant and staff payments, initiating and managing funds transfer requests (FTR), and project financial reporting.
– Responsible for preparation of Payment Approval forms (PAFs)/ payment vouchers in line with Palladium guidelines.
– Responsible for soliciting vendor information and setting up in Procurement to pay system.
– Check invoices, receipts, documents to ensure correctness, accuracy and compliance with Palladium and USAID policies and procedures, and compliance with project budget lines.
– Assist in project financial planning, including entering transactions on FV reporting template and or in the financial accounting system,
– Ensures all financial transactions are in compliance with Palladium, Government of Malawi and project financial management systems.
– Supports the annual workplan process and other strategic planning processes.
– Follow up to ensure all payments for project activities are processed in a timely manner in accordance with Palladium policies & procedures and in compliance with USAID rules and regulations – this includes but not limited to Business online to Mobile wallet and procurement payments.
– Responsible for recording and filing VAT invoices for the project to ensure compliance with VAT claim requirements including timely submission of VAT claims and VAT reconciliation.
– Responsible for timely compiling of WHT including timely payment to the Tax authority.
– Provide surge support in the districts when required.
– When required, participates in internal audit.
Position requirements:
-Undergraduate degree in accounting, finance, or a related field.
-At least 5-7 years’ experience managing finance activities for complex and large-scale donor funded programs.
-A working knowledge of USAID Rules & Regulations and Subaward Management policies and procedures would be an advantage.
-Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures.
-Developed financial management/accounting skills are essential
-Knowledge of Malawian financial management and accounting requirements and laws.
-Knowledge of basic accounting software packages, advanced proficiency in Word and Excel
-Superior attention to detail: organizational skills, planning skills, problem solving skills, analytical skills, and critical thinking.
– Fluent writing, reporting, and presentational skills in English
