1. Background

The Government of Malawi (GoM) through the Ministry of Finance (MoF) has applied for financing toward the cost of the Resilient and Strategic Transport Operational Enhance Project (RESTORE).

The Roads Authority (RA) as the implementation agency intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a Gender Based Violence (GBV) Specialist.

The RA invites applications from suitably qualified and interested candidates to fill the position of Gender Based Violence (GBV) Specialist, recruited as individual consultant following World Bank Procurement Regulations dated September 2023.

2. The Objectives of the Assignment

The main objective of the assignment is to monitor and report on the effectiveness of the implementation of activities for GBV prevention and response, enhancement of gender mainstreaming and promotion of gender equality and social inclusion.

3. Duties and Responsibilities

The specialist will implementation identify constraints incurred and suggest measures for during addressing the constraints (including gender-based constraints, gender, and social inclusion), document best practices, enhance GBV prevention and response activities and functioning of GRM system and GBV Referral Pathway.

Detail on scope of work include, but is not limited to: –

  1. Undertake a scrutiny of the strategies prescribed on a service provider in protection of GBV, Sexual Exploitation & Abuse (SEA), Sexual Harassment (SH), and Violence Against Children (VAC) to determine their effectiveness and provide recommendations on strengthening them.
  2. Monitor and supervise service providers and the contractors in the training of employees on GBV and ensure that all employees are provided and conversant with the Code of Conduct.
  3. Examine and make recommendations on the suitability of tools used for training employees and communities and sensitization of communities and contractor’s workers on GBV, SEA, SH, and VAC.
  4. Review the effectiveness of public awareness campaigns on Gender Based Violence, Child Abuse and Exploitation and Child labor and provide guidance on conducting of public awareness campaign.
  5. Review effectiveness of Referral pathway and make recommendations.
  6. Review projects’ ongoing GBV, SEA and SH cases and make recommendations.
  7. Ensure GBV Service provider is tracking GBV, SEA and SH cases the project encountered and produce updated case tracker.
  8. Based on implementation done by GBV service provider, review and make recommendations for improvements in the following documents:
    1. Contractors Environmental and Social Management Plan
    2. Contractors Child Labor Policy Contractors Code of Conduct
    3. Contractors Final Grievance Mechanism
    4. Contractors Final Sexual Harassment Policy
    5. Contractors Final Community Communications Engagement Plan
  9. Compile and submit quarterly reports on all activities being implemented on this assignment.
  10. Document the best practices in prevention and response to GBV/SEA/SH

4. Reporting Requirements

The GBV Specialist will report to the Program Coordinator for all his / her technical and administrative operations and will work in collaboration with other specialists under the project i.e, Social Safeguard Specialists, Environmental Specialists and OHS Specialists as well as other technical specialists and engineers of the project.

5. Key Result Areas

  1. Oversight provided over GBV prevention and Response Programming and gender mainstreaming.
  2. Coordination with stakeholders, including contractors and consultants, ensuring timely sharing of information and other related program implementation issues.
  3. Enforcement of inclusion of social aspects in RESTORE implementation
  4. A structured communication update, in liaison with other specialists, to inform external stakeholders on progress is developed;
  5. Communication and field visits for high level visits are organised as required;
  6. Timely periodic provision of a synthesis of progress against planned actions, key challenges and proposed management decisions

6. Qualification and experience
The candidate should meet the following minimum qualifications:

  1. At least a master’s degree in Gender studies, Gender and Development studies, Development studies or related field with at least 10 years’ experience in undertaking gender mainstreaming activities in development projects.
  2. At least 7 years proven experience in managing implementation of GBV/SEA/SH prevention projects.
  3. Demonstrated understanding of Malawi’s legal, policy and institutional framework for Gender Mainstreaming, gender inclusion, GBV, Child protection, Labour, and related issues.
  4. Demonstrated experience in applying behavioural change approaches in programming.
  5. Demonstrated experience of working in partnership with National and District stakeholders in implementing projects.
  6. Demonstrated experience in project document review and provide substantive in put to the project strategies.
  7. Gender Sensitive and Community Based Monitoring and Evaluation expertise especially tracking progress, preparing quality reports and documentation of good practice.
  8. Stakeholder engagement and representation and networking with respect to GBV and child protection at community and district levels.
  9. Demonstrated experience in facilitating GBV/SEA/SH and Child protection awareness and training activities for the targeted communities and workers for the contractor.
  10. Demonstrated experience in capacity building of; child protection, GBV and Gender.
  11. Ability to review project documents and provide substantive input to the project strategies.
  12. Monitoring and Evaluation expertise especially progress, preparing quality reports and documentation of good practice.
  13. Relevant experience in community sensitization, public awareness and production radio programmes and Information and Educative Communication (IEC) materials.
  14. Practical experience in community mobilization
  15. Demonstrated experience of documentation of good practice and production of best practices leaflets.
  16. Ability to review project Information Education and communication materials and provide substantive input to contribute to impact of the project.
  17. Community based Monitoring and Evaluation expertise on communication impact to the project.

7. Duration of the assignment
The assignment is for an initial period of one year in the Project Preparatory Activities and will thereafter be extended for the entire period of project implementation of 5 years. The contract will be renewable annually subject to satisfactory performance, need and availability of funding.

8. Facilities to be provided by the Client
The Client will provide office space, furniture, office equipment, communication, and internet facilities. For all field related assignments, the Project shall provide transport and costs and other expenses (per Diems etc.) related to the fieldwork.

9. Location of Employment
The Gender Based Violence (GBV) Specialist will be based at the PIU Office in Lilongwe but would be required to travel regularly to other relevant field offices where the Project is implementing its activities.
