POSITION MANDATE
Resonance is seeking a Governance and Policy Lead to support the anticipated USAID Malawi Fisheries Management Activity, which is expected to strengthen economic, regulatory, and governance mechanisms that effectively conserve the exceptional biodiversity of Lake Malawi while supporting improved livelihoods from sustainable, inclusive, and equitable wild-caught fisheries in priority areas of the Lake. The Governance and Policy Lead will oversee Activity efforts to strengthen the national policy framework for sustainable fisheries management, enhance the implementation of fisheries management policies and regulations at the national and community level, and support local and national advocacy efforts for sustainable fisheries management practices and enforcement.This is a full-time position based in Malawi, reporting to the COP.
OUTCOMES / Essential Functions
Support development policies and regulations to target
1) illegality/lack of enforcement,
2) limited operationalization of fisheries devolution, and
3) underdeveloped science, fisheries policies, and regulations at a national level.Manage fisheries governance workstreams, tasks and activities that strengthen the policies and planning mechanisms across relevant ministries, including counterparts’ capacity to update, implement, and monitor against them.Lead fisheries management activities, including development and implementation of fishery management plans and cooperate with other state and regional agencies.Lead public advocacy efforts to promote inclusive and sustainable government policy to ensure an ecologically- connected, socially-supported, and science-driven management of the fisheries biodiversity.Lead engagement with Ministries and senior government staff to facilitate and enable implementation and institutionalization of policy and planning activities, in close coordination with the Chief of Party.Develop innovative approaches, tools, and guidelines to help Ministries improve policy enforcement, particularly clear priorities, collecting frequent and reliable data to measure progress, and building capacity and knowledge.
Required Education & Experience
Advanced degree in government and policy, natural resource management, biodiversity conservation, fisheries management, or a related fieldAt least eight years of relevant professional experience in sustainable fisheries governance, biodiversity conservation policy-making, public advocacy, and/or regulation enforcement (can substitute two years of experience with a Master’s).Prior experience engaging or working with international donors (like USAID), foundations or reputed NGOs. Experience in cross-sectoral and cross-team collaboration.Outstanding written and oral communications skills; some level of comfort speaking to diverse and large groups.A strong ability to use Microsoft Office products, including PowerPoint, Excel, and Word and provide quality written products and excel analysis.Ability to travel domestically
Preferred Education & Experience
Experience as a USAID DCOP preferred.Experience improving fisheries enforcement and sustainability policies and regulations at national and local level.
Travel Expectations
The employee must be able to travel domestically and/or internationally and up to 20% for work assignments.

The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
