Key Responsibilities:

PURPOSE OF POSITION

Reporting to the Finance and Support Services Director, the Grants Finance Manager – Leads the grants finance portfolio, including grants proposals, grant making, budget management, compliance, financial analysis and advisory, quality, timely and accurate financial reporting, comprehensive internal controls, risk mitigation and management of audits. Role requires, achievement of consistent compliance with all grant agreements, approved work plan/budget, grant policies and guidelines, WV International policies and procedures and the generally accepted accounting principles (GAAP). The scope of work covers all aspects of grant financial management ensuring alignment with the donor objectives and the World Vision Malawi and Partnership strategies. The position requires hands on financial leadership of the Global Fund grant (as prime with six sub recipients), up to 70% of the grants’ portfolio. It also requires financial leadership to the other grants that make up 30% of the portfolio.

1.Financial Planning and Budgeting

  • Oversee and support the production of grants annual budgets, cash flow forecasts, and procurement plans and other forecasts in compliance with The Donor and WV Partnership budgeting guidelines.
  • Provide technical leadership to the preparation, review and consolidation of The Donor Grant budgeting processes.
  • Develop effective budget monitoring tools and ensure their implementation by the sub recipients inline with the Global Fund policies and WV International guidelines.
  • Key lead in in developing of grant proposals and budgets, managing donor and support office relationships in collaborate with Grants Acquisition and Management unit. Ensure that proposal budgets are cost competitive and have reasonable administration cost recovery per Regional threshold.
  • Ensure accurate and complete program budgets are uploaded on Horizon and in Sun Systems.

2.  Financial Reporting and Analyses:

  • Oversee and ensure that grants financial and management reports are prepared accurately and disseminated within the due dates, including donor specific reports, support office reports, statutory reports and other World Vision financial reports and schedules.
  • Ensure preparedness and agility in meeting demands of the various donor fiscal years and that of World Vision, taking to cognoscente the key performance indicators of each individual grant cycle.
  • Provide financial analyses and models as needed for management decision making and strategic monitoring of grants performance.
  • Ensure existence of an updated monthly grant tracker report and monitor grant finance specific regional and global score cards ensuring attainment of all requirements and implementation of agreed corrective compliance measures.
  • Ensure timely receipt, thorough validation and quality of Global Fund sub-recipients fincial reports.

3.   Financial transaction processing and accounting

  • Manage, oversee grant financial processes including appropriate recognition of grant revenues and expenses, fixed assets, cash and cash equivalents, shared costs, payroll costs, sub recipient advances, staff advances and mobile money in order to maintain clean auditable grant.
  • Take the lead on liaising with WV Malawi and the support office finance teams to ensure that, funding requests are lodged in the appropriate systems and followed up, funding commitments are loaded in the PBAS system and aligned to the sun systems budget ledgers.
  • Oversight on data quality for all grants with specific interest in disallowed costs, split billing, shared costs, MATCH funds, SCR, and all sun systems transactional codes.
  • Oversee and perform month-end closing procedures for grants, including overhead allocations, account reconciliations, and updating schedules.
  • Ensure existence of an electronic and orderly record-keeping system for clear and concise audit trail.

4. People Management and capacity building

  • Lead, direct, mentor, motivate and coach a vibrant team of grant finance staff to meet World Vision and donor organizational objectives. Envision the grants finance teams supervising Senior Finance Officers and Finance Officers as appropriate. Provide period review of staff performance.
  • Coordinate the development and implementation of grant financial management capacity building activities for the Global Fund sub recipients’ finance teams.
  • Recruit, supervise, train and support development of staff assigning jobs relevant to their skills and experience.
  • Oversee  staff new-hire orientation and onboarding, coaching and training for Finance and program staff on financial matters.
  • Maintain up-to-date job descriptions for the Finance Accounts team and ensure Performance Evaluations and work plans are in place.
  • Share and replicate finance management best practices with the  project teams in order to ensure improvement in financial management

5.  Audit coordination, Risk Management and compliance

  • Prepare and audit schedules for the annual audit and other compliance reviews for all grants.
  • Ensure that the Global Fund project has in place and adheres to a schedule of planned monitoring visits. The basis for the selection, timing and frequency of its monitoring visits should be properly documented.
  • Ensure awareness of staff about internal controls, fraud and anti-corruption procedures.
  • Oversee and ensure grant compliance with local regulatory frameworks and other fiscal policies including proper recognition and timely claiming of VAT (Global Fund project) with the local authority, appropriate remittance of withholding tax, retention fees and release thereof, and monthly remittance of PAYE for all grants.
  • Alert and responsive to audit findings and other performance improvement memos ensuring timely implementation of prior audit recommendations.
  • Effectively work with the rest of the finance and support services teams in identify, mitigating and reporting finance risks. Propose and provide oversight on implementation of improvements in support services processes.

QUALIFICATIONS AND EXPERIENCE REQUIRED

1.    Bachelor’s degree in accounting or finance required.
2.    CPA, ACCA, CIA or CIMA preferred.
3.    Master’s degree in Business related field (MBA/MBL added advantage)
4.    At least 15 years of finance and accounting experience, including finance, accounting, audit, and analysis (including gathering, evaluating, presenting, and reporting financial information to management and external stakeholders). 5 years of which should be at management level.
5. Hands on solid experience managing the Global Fund grant as a prime or sub recipient.

6.Substantive experience working in the NGO sector dealing with multiple donor funds and meeting different donor reporting requirements
7. Demonstrated high proficiency levels of Sun Systems and other accounting packages
8. Proven management experience in supervision of staff in cross functional teams.
9. Experience in working in a cross cultural context.

  • Proactive, hands-on manager who will own, in partnership with the Finance and Support Services Director, responsibility for the grants finance section.
