Job Description
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the
Communications Act (Cap. 68:01 of the Laws of Malawi) to regulate the provision of services in the communications sector of Malawi, comprising telecommunications, posts and broadcasting.
Under the Communications Act, MACRA is mandated to regulate and monitor the provision of communications services and ensure that, as far as it is practicable, reliable and affordable communications services are provided throughout Malawi. The Vision of MACRA is to ensure
the provision of communication services for a digitally transformed nation.
In order to fulfil its mandate effectively and efficiently with strategic leadership and management, an opportunity has arisen within MACRA to fill various vacant positions. The positions are highly demanding that require persons who have demonstrable capacity to initiate innovations geared
at making MACRA a rejuvenated, vibrant and competitive Authority. The following are the details of the vacant positions.
Head of International Relations and Corporate Communication (MA3)
Job Purpose
To coordinate MACRA’s communications efforts at both local and international levels, aligning with the strategic objectives. This role involves fostering collaboration with diverse stakeholders, tracking the impact of international memberships, public relations, managing key relationships, and overseeing the development of corporate content. Additionally, the role involves marketing of Malawi when the country is seeking for a council or governance positions at International Telecommunications Union, Universal Postal Union and other relevant institutions where campaign and lobbying key elements for succeed.
To manage internal and external affairs of the Authority and design appropriate Communications
Strategies to manage reputation, sensitization of its regulatory functions with respect to Broadcasting, Telecommunications, Spectrum management, Postal and Courier Services and organizational function.
Duties and Responsibilities
i. Support the implementation, and review of the communications policy and strategy, focusing on
both local and international levels in alignment with the Authorities strategic objectives.
ii. Coordinate local and international participation of the Authorities in various events and activities.
iii. Promote collaboration with local, intergovernmental, regional, and international organizations
to strengthen the MACRA’s partnerships and influence.
iv. Track the implementation of outcomes related to Malawi’s and the Authorities’ memberships in local and international ICT Fora.
v. Manage, and maintain key stakeholder relationships and strategic partnerships in the communications industry, both locally and internationally.
vi. Coordinate Malawi’s memberships and partnerships in international ICT Fora, ensuring alignment with the Authorities objectives and mandate.
vii. Coordinate Malawi’s position and representation in all ICT memberships in accordance with the MACRA’s mandate.
viii. Coordinate the development of local and international corporate content.
ix. Develop and track the budget for the Communications unit,
x. Support the digital content management framework.
xi. Manage the Communications and International Relations Unit.
Education, Professional Qualifications and Experience.
i. Master’s Degree in Mass Communication, Communications Management or Behavioral Sciences, Social Sciences, International Relations or Marketing.
ii. Minimum of five (5) years’ work experience managing public relations or Communications Management with a proven track record of successfully developing and executing comprehensive communication strategies in a similar corporate setting.
iii. Experience in designing communications strategies for busy organizations with a proven track record.
iv. Experience in Media and Events Management
v. Vast understanding and utilization of digital multimedia channels for marketing communications.
vi. Experience in managing communications aspects in a similar organizational context will be an added advantage.
