Job Description

GAIA Malawi is a non -governmental organization that provides primary health care services targeting prevention, care and support in communities affected by high disease burden. GAIA works in partnership with the District Health Offices of the Ministry of Health through the GAIA Mobile Health Clinic program to increase access to health services in high need and under -served rural areas. GAIA also provides support for PLHIV, education for orphans and under-privileged children at primary and secondary level, and it promotes retention of staff in the public health sector workforce through provision of the Nurse Fellowship Program and the GAIA Nursing Scholarship in coordination with the Nursing training institutions through Human Resource for Health (HRH) Program.

GAIA seeks to recruit a Human Resource Officer tenable at its Head Office in Limbe along Partridge Road.

JOB SCOPE

Reporting to the Country Director, the Human Resource Officer is GAIA’s HR lead who is responsible for crafting and executing human resource strategy and policies of GAIA in order to ensure seamless attainment of GAIA’s Mission, Vision, Shared Values and Strategic Plan. The job holder will be executing human resource activities/plans encompassing all stages of employee life-cycle (ELC). The incumbent will be ensuring assimilation into GAIAs organization culture and serve as a link on people management issues between Management and employees.

PERSON SPECIFICATION

Qualifications
·         Bachelor’s Degree in Human Resource Management is essential.

·         Minimum 5 years hands-on experience in HR environment
Key Competencies

·         Proficiency in HRIS and payroll software

·         In-depth knowledge of Labour Laws- Employment Act, Pension Act, etc

·         Prowess in Microsoft office-excel, word and power point

·         Strong quantitative and analytical skills is desirable

KEY PERFORMANCE AREAS

1.    Human Resource Strategy

·         Crafting HR strategy and action plan in line with GAIA’s Mission, Vision, Values and Strategic Plan.

·         Ensuring smooth integration/alignment of HR functions with GAIA’s Strategic objectives, programs and other donor requirements/policies.

·         Preparing monthly, quarterly and annual HR dashboards/reports for management review

·         Recommending reviews to enhance legal compliance and employee motivation and performance

·         Maintaining records of stakeholder agreements and memorandum of agreements.

2.    Recruitment and Selection

·         Developing recruitment and selecting plan in line with GAIA’s strategic objectives

·         Analyzing and re-designing jobs in liaison with Country Director and Managers

·         Facilitating job advertisement and interview process

·         Processing contracts of employment and ensuring timely renewal process

·         Maintaining employee personal records and ensure regular audits & updates

·         Designing and implementing the new hire orientation and on-boarding program and procedures to ensure performance and assimilation of organization culture

3.    Employee Remuneration and Benefits

·         Monitoring employee attendance at head office and in all program catchment areas

·         Preparing and providing salaries payroll data to finance department

·         Handling employee benefits and all welfare issues like MASM, pension, leave, loans allowances

4.    Employee Relations and Disciplinary matters

·         Custodian of GAIA’s human resource policies and all confidential records

·         Enforcing policies and standard operating procedures so that they are followed by employees

·         Ensuring that GAIA is adhering to prevailing Labour Laws of Malawi

·         Ensuring that professional employees adhere to their relevant regulatory requirements and work ethics

·         Handling disciplinary matters and grievances as and when arise

·         Developing and implementing strategies that ensure high employee satisfaction or engagement

·         Planning and conducting staff meetings

5.    Performance Management and Training

·         Developing and implementing performance management cycle (PMC) that supports GAIA’s objectives

·         Conducting routine training needs analysis and implementing training calendar and employee training tracker.

·         Facilitating performance appraisal and preparing reports

·         Implementing employee Safety, health, wellness and team/capacity building programs

·         Coordinating internal or external training programs with relevant stakeholders like HRH/DCs
