Job Description

The Smallholder Farmers’ Fertilizer Revolving Fund of Malawi (SFFRFM) is inviting applications from
suitably qualified candidates of Malawi origin to fill the position of Information and Communication
Technology (ICT) Manager (Grade F3) Tenable at Its Head Office in Blantyre. The ICT Manager will be
reporting to the Chief Executive Officer.

1. JOB TITLE: INFORMATION AND COMMUNICATION TECHNOLOGY MANAGER

Department: Information and Communication Technology Division

Grade: F3
Reporting to: The Chief Executive Officer
Responsible for: Information and Communication Technology Officer
: Assistant ICT Officers

2. PURPOSE OF THE JOB

To provide strategic direction and advice in the management of Information and Communication
Technology in the organization.

3. KEY DUTIES AND RESPONSIBILITIES

Duties:

  • Designs, develops and implements ICT systems for the Fund.
  • Ensures that organizations electronic data is secure, and records are regularly maintained.
  • Ensures that ICT equipment, website and email systems are always in good working conditions.
  • Recommends innovative and appropriate ICT systems to be purchased and used by the Fund.
  • Develops and communicates performance measurement and monitoring framework for ICT
    services.
  • Manages IT support technicians and their training.
  • Advises on best practice IT support and implements it within the organization.
  • Developing and reviewing ICT policies, strategies, systems, work plans, budgets and protocols.
  • Championing innovative approaches in improving operational systems and processes.
  • Installing, configuring, and maintaining software, hardware and network infrastructure.
  • Developing, implementing and administering database systems and data backup.
  • Providing specifications for IT infrastructure , ICT equipment and system security
  • Troubleshooting system and network problems and rectifying faults
  • Providing end user support and training
  • Developing and maintaining dynamic website
  • Documenting configuration of the systems , administering user accounts, configuration and
    repair
  • Preparing reports on ICT operations.

4. QUALIFICATIONS AND EXPERIENCE

The ideal candidate must have:

  • A minimum of a Master’s Degree in Computer Science or any computer related field, from
    an accredited institution of higher learning
  • Bachelor’s Degree in Computer Science or any related field obtained from a NCHE accredited
    university.
  • At least ten (10) years’ experience in IT related field, three (3) of which are at managerial level.
  • Working knowledge of computer programming, networking and software development.

  • Must have strong analytical and communication skills.
  • Ability to work effectively in a fast-paced and dynamic environment.
  • Ability to multi-task and meet deadlines.
  • Ability to work in a team with leadership skills for coaching and developing employees.
  • Mature with good leadership skills to manage a team and drive results.
