TLT is an independent non-profit organization dedicated to improving the life conditions of the people of Malawi through innovative program interventions informed by scientific research. Our vision is to improve the human condition of poor and marginalised communities using innovative scientific solutions in pursuit of a healthy future and happiness. TLT was founded in 2009 to implement social science and public health research. TLT has received a grant from UNICEF to design, co-create and implement local solutions to improve vaccine coverage among zero dose or under vaccinated children using design thinking or human centred design. TLT invites applications from suitably qualified and interested candidates to fill the six (6) positions that have been stated in this advert:
Job Title: IT and Media Officer (1 Position)
Job Purpose
The IT and Media Officer reports to the Program Officer. He/she will be responsible for managing the technical aspects of TLT’s web presence, ensuring that the website is user-friendly, up to date, and secure. The role involves a combination of web development, system administration, content management, and technical support. The incumbent will provide support in the installation and configuration of all computer systems, diagnose hardware and software faults, and solve technical and application problems. S/He will integrate security control solutions for all confidential data and systems. S/He will monitor performance and manage parameters to provide fast responses to front-end users. The ICT will support M & E officer in identifying and building internal capacity for use of appropriate data visualization Software.
Duties and Responsibilities
- Integrate and configure computer networking for best performance
- Troubleshoot and repair hardware, operating systems, and applications
- Monitor and maintain computer systems and networks
- Install and support all ICT hardware and software
- Maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, in collaboration with relevant staff
- Enhance office IT system through appropriate upgrades and advise the Operations Unit on changes or improvements required
- Conduct electrical safety checks on computer equipment
- Overseeing the maintenance, enhancement, and daily operation of the TLT’s website;
- Ensuring that the website is accessible, performing well, and secure against data breaches or cyber threats;
- Creating content for online platforms; updating the website content and layout to improve user experience and comply with TLT branding;
- Collaborating with various departments to ensure the website content is current and meets the needs of staff, clients and partners, faculty, and the community;
- Monitoring website traffic and performance, making adjustments as needed to improve speed and functionality;
- Managing web hosting environment, including database administration and scaling applications to serve the needs of the University; and
- Staying up-to-date with web standards, emerging technologies, and security practices.
Qualification and Experience
- Minimum Bachelor of Science in Information and Communication technology, Computer Science, Computer Science, Information Technology, Information Systems or any related fields;
- Minimum of two (2) years’ experience in web systems development or web development and administration; and
- Candidates with experience in web systems development or web development and administration in institutions of higher learning will have an added advantage.
- Strong knowledge of modern web technologies (SPAs, PWAs, JavaScript libraries, PHP frameworks, etc), content management systems (e.g., WordPress, Joomla), and web servers (Apache, Nginx, Tomcat);
- Knowledgeable about website analytics and SEO best practices;
- Understanding of web security principles and data protection regulations;
- Familiarity with web design and development tools;
- Familiarity with CAPI and CAWI programming; ODK, SurveyCTO will be added advantage
- Knowledge of network infrastructure and cloud services;
- Excellent problem-solving abilities and attention to detail; and
- Strong communication skills and proficiency in English.
- Analyse existing software solutions to identify areas for improvement.
- Develop predictive models to forecast disease trends, patient outcomes, or healthcare utilization.
- Train M & E Officers/Assistants and Project teams in data management and reporting

TLT has PSEA policy for addressing the behavior of TLT staff and collaborators towards third parties and to protect vulnerable populations in the area that TLT serves from sexual exploitation and abuse at the hands of TLT staff and collaborators in order to ensure the integrity of TLT’s activities.
