MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer – Balaka District Council
Job Description
Applications are invited from suitably qualified candidates of Malawian origin to fill Non-Established (NE) posts available in the Education Sector of Balaka District Council. The recruitment has been made possible with funding from the Save the Children Fund under a Numeracy and Literacy Program to be implemented for five (5) years from 2024 to 2028.
The posts are as follows:
Title : MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer
Reporting to : Program Coordinator
Responsibilities
- Develop and implement the programs MEAL framework.
- Support to Design and conduct baseline, midline, and end line evaluations.
- Monitor program activities and outputs to ensure alignment with objectives.
- Collect and analyze data to assess performance and impact.
- Prepare MEAL reports and share findings with stakeholders.
- Develop and maintain a database for program monitoring and evaluation.
- Train program staff on MEAL processes and tools.
- Ensure accountability mechanisms are in place and accessible to beneficiaries.
- Promote learning and knowledge sharing within the program team.
- Facilitate reflective learning sessions to inform program improvements.
- Identify and document best practices and lessons learned.
- Ensure compliance with donor requirements for monitoring and reporting.
- Any other roles assigned.

- Strong ability to develop and implement MEAL frameworks.
- Analytical skills for data collection and analysis.
- Proficiency in monitoring and evaluation tools and processes.
- Excellent communication and reporting skills.
- High accuracy, attention to detail, and ability to ensure compliance.
- Knowledge and experience of digital data management systems.
Qualification and Experience
- A minimum of a Bachelor’s degree in Monitoring and Evaluation, Statistics, Development Studies, Economics or a related field
- At least 4 years of work experience in a similar setting.
- Proficiency in computer applications.
