MEAL Officer

The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Mangochi,  Malawi The position is paid according to .local paygrade.

As a MEAL  Officer, your job will be to support all  MEAL activities for all three projects in WHH’s Mangochi location.

Your responsibilities

  1. Development of a Monitoring and Evaluation (M&E) system for projects implemented by WHH in the Mangochi District, which comprises of comprehensive log frame, M&E plan, indicator tracking table, data collection tools; consistent with the Welthungerhilfe MEAL framework, as appropriate, and in accordance with donor specific requirements.
  2. Ensure that monitoring incorporates and considers aspects at output, process, context, and outcome levels for assigned projects and that appropriate data collection and reporting tools to gather relevant data according to donor log-frames are developed and used.
  3. Synthesize and analyse M&E quantitative and qualitative data received on regular basis.
  4. Ensure effective monitoring through regular field visits, conducting data verification, quality assessments, output monitoring and reporting the findings.
  5. Ensure a master beneficiary and master indicator databases are developed for the projects and are updated regularly.
  6.  Manage and optimize CommCare applications for data collection, including designing and configuring tools, ensuring data quality, providing technical support and training to project staff and enumerators
  7. Design, conduct and report on post distribution/ implementation/ monitoring/ end to end verification surveys as required by respective projects.
  8. Ensure the implementation and management of the assigned project’s accountability strategy, including a Feedback and Complaints Response Mechanisms in line with WHH’ Core Humanitarian Standards.
  9. Ensure integration of PSEA standards into monitoring systems,support the establishing of confidential reporting mechanisms and facilitating  PSEA training sessions.
  10. Support Field Coordinators and HoP in preparation of donor reporting by providing information coming from monitoring findings and data collected from field staff in a timely manner. This should include GIS mapping, where possible.
  11. Organize and facilitate trainings on MEAL functions for capacity development and awareness with field staff.
  12. Orient partner organisations, government staff, and WHH staff to MEAL requirements of their projects and their role in ensuring an effective MEAL system for the project.
  13. Facilitate learning processes within the organization by synthesizing and disseminating project findings, best practices, and lessons learned.
  14. Collaborates with project manager or field coordinators to ensure all finalized or updated project-related data and documents are regularly uploaded into the organization’s information management system, ProMIS, on a quarterly or bi-annual basis.
  15. WHH Country Emergency Roaster (CER) Member to assist in the execution of emergency response actions on the ground  throughout Malawi as directed by the country emergency team.
  16. Any other duties assigned by the Head of Project or MEAL Advisor.

Your profile

  • Bachelor’s degree in a related field.
  • At least 3 years of progressively responsible experience in monitoring and evaluation in the sector of development cooperation.
  • Substantial experience with baseline survey design, supervision, and analysis.
  • Experience in training local partners and staff in M&E and knowledge management initiatives.
  • Proficiency in database management and data analysis.
  • Demonstrated ability to work collaboratively with institutional and private-sector partners and stakeholders.
  • Excellent writing and organizational skills.
