About Tsogolo La Thanzi – Healthy Future (TLT)

TLT is an independent non-profit organization dedicated to improving the life conditions of the people of Malawi through innovative program interventions informed by scientific research. Our vision is to improve the human condition of poor and marginalised communities using innovative scientific solutions in pursuit of a healthy future and happiness. TLT was founded in 2009 to implement social science and public health research. TLT has received a grant from UNICEF to design, co-create and implement local solutions to improve vaccine coverage among zero dose or under vaccinated children using design thinking or human centred design. TLT invites applications from suitably qualified and interested candidates to fill the six (6) positions that have been stated in this advert:

Job Title: Monitoring and Evaluation Assistant

Job Purpose

Under the supervision of the Program Manager, the M&E assistant will play an integral role in the collection, analysis and reporting of impact data in the project implementation districts. The incumbent will be responsible for ensuring that high quality data are collected and utilized by the program team in decision making. The incumbent will play a key role in ensuring effective monitoring and evaluation of our programs, as well as promoting accountability and learning across the organization. The successful candidate will work closely with program staff and partners to develop and implement robust MEAL systems and processes that contribute to evidence-based decision-making and program improvement.

Duties and Responsibilities

  • Develop and implement monitoring and evaluation frameworks, including indicators, data collection tools, including participatory monitoring and feedback mechanisms for communities.
  • and reporting mechanisms, in collaboration with program teams.
  • Coordinate data collection activities, ensuring that data is collected systematically and accurately, and that ethical and gender-sensitive approaches are applied.
  • Lead the analysis of quantitative and qualitative data to assess program performance, identify trends, and measure outcome and impacts.
  • Facilitate regular review meetings with program staff and partners to discuss MEAL findings, share lessons learned, and make recommendations for program adaptation and improvement
  • Support the design and implementation of baseline surveys, midterm reviews, and end of project evaluations, including data collection, analysis, and reporting.
  • Strengthen accountability mechanisms, including feedback and complaints mechanisms, to ensure that beneficiaries and other stakeholders have opportunities to voice their concerns and provide feedback on program activities
  • Promote a culture of learning and disseminating best practices, success stories and lessons learned
  • Provide technical support and capacity building to program staff and partners on MEAL-related matters, including training on data collection methodologies and tools
  • Supervise the development/adaptation of tools for data collection and implementation of surveys and other data collection tasks, including annual and quarterly collection of monitoring data and the project’s midline and end-of-project surveys.
  • Design methods for analysis of quantitative and qualitative data, including use of statistical methods as appropriate, and supervise staff and consultants to apply them.
  • Ensure that required gender, youth, and other disaggregated data are tracked, recorded, and reported properly.
  • Provide overall guidance and oversight of all M&E related efforts, communicating and coordinating as needed with TLT office headquarters staff.
  • Working on dashboards to develop actions based on the reports in the dashboards
  • Conducting monitoring field visits frequently to monitor progress of community projects, supporting community members to record project monitoring data to ensure that the collected data are of the right quality.
  • Analyzing monitoring data, and presenting findings in Partner meetings on a monthly and quarterly basis.
  • Being a liaison between product and communities by collecting any feedback/queries/issues on our monitoring system (dashboards).
  • Working with the Programs team and Partners to document lessons learnt and community success stories on a quarterly basis.
  • Contributing to any other assignments as identified by your supervisor.

Qualification and Experience

  • Minimum, bachelor’s degree in a quantitative discipline from a recognized university
  • Strong quantitative analysis skills
  • One to two years’ work experience in program/project monitoring and evaluation, research, or data management and analysis position
  • Strong knowledge of R/Stata/Excel (Added advantage if good with R)
  • Experience in report writing for project monitoring and evaluation
  • Ability to communicate effectively in English and Chichewa, both written and spoken
  • Ability to communicate in a highly professional manner with a variety of audiences
  • High level of attention to detail
  • Flexible and able to adapt to change
  • Demonstrated passion for community led development projects/programs

Working conditions

The District Project Coordinator and M&E officers’ positions are both office and field-based positions. The incumbents will spend 50% of their time in office and 50% in the field.

Desirable qualities of candidates

The incumbent of this position will directly be engaged with community members at a local level and collaborate with local stakeholders. 

The candidate must be able to travel by various modes of transportation and must also be able to navigate unfamiliar environments and adapt to different cultural norms.

In addition, the candidate should have the ability to work in less developed rural areas, which may have limited access to modern infrastructure and amenities. This may require the candidate to adapt to basic living conditions, such as limited electricity or running water, and be comfortable with potential challenges such as extreme weather conditions, insects, or wildlife.
