Background Information

WASTE Advisers is a globally recognized Malawian NGO specialized in developing and monitoring sustainable and contextual systems for liquid and solid waste management. Our mission is to build capacity, advocate for strategic partnerships, and offer innovative solutions for the people of Malawi, its businesses, and government. Encouraging them to embrace a circular economy while championing inclusivity and biodiversity.

Brief Overview of Assignment

In undertaking its functions, the organization would like to build its capacity in monitoring and evaluation systems and is seeking to engage a short-term monitoring and evaluation specialist to conduct comprehensive training with its staff. This training is to ensure that the organization programs fully cover its required M&E aspects as it promotes circular economy adoption systems in Malawi.

Scope of work

The following activities entail the needs of the assignment:

  • Conduct desk review of project documents
  • Develop monitoring and evaluation framework
  • Develop training manual on designing M&E frameworks and how to conduct rigorous monitoring and evaluation
  • Deliver training to designated staff on M&E systems.

Experience and Qualifications

The consultancy is open to individuals with the following qualifications and experience:

  • At least 5 years of demonstrated experience in monitoring and evaluation of projects, programs as well as development of M&E Frameworks on WASH projects
  • Demonstrated experience in designing monitoring and evaluation frameworks
  • Knowledge and expertise in WASH and circular economy aspects
  • Excellent analytical skills and proven record of preparing similar monitoring frameworks and reports.
  • Demonstrated experience in working in with international and non-governmental NGOs
  • Proven knowledge of global and EU Frameworks and agreements relevant for climate change adaptation, disaster risk reduction including Paris agreement, Agenda 2030,

EU Policy etc

Evaluation criteria

The selection criteria will consist of technical and financial component. The technical weighting will carry 80% and the financial weighting will carry 20% and the total sore will be a combination of the two percentages.

Technical Proposal requirements

Applicants are required to submit the following details in their technical proposal

  • Executive summary of proposal
  • Candidates background including CV
  • List of similar projects within the last 5 years
  • At least on relevant example demonstrating the experts experience with WASH and circular economy systems
  • Project methodology including a description of how the expert intends to undertake the delivery of tasks, providing justification for the approach
  • Workplan
  • Contact details of 3 referees, familiar with the proponents experience

Financial/Pricing information

Prices include all costs

Submitted rates and prices are deemed to include all costs, taxes, fees and expenses necessary for the performance of the assignment. Any charge not stated in the proposal as being additional, will not be allowed as a charge against any transaction under the resultant contract.

Currency of proposed rates

All rates and prices submitted by the proposers shall be in Malawian Kwacha (Mwk)

Payment Schedule

30% of the agreed fees are to be paid upon signing of the contract and 70% to be paid upon completion of the assignment.
