Job Description

Applications are invited from suitably qualified candidates of Malawian origin to fill Non-Established (NE) posts available in the Education Sector of Balaka District Council. The recruitment has been made possible with funding from the Save the Children Fund under a Numeracy and Literacy Project to be implemented for five (5) years from 2024 to 2028.

The posts are as follows:

Monitoring, Evaluation, Accountability and Learning Officer (MEAL)
Grade: F (P5).
Number of Posts: (1)
Station: District Education Office
Salary: MK9,240,000.00 Per annum.
Reporting to: the Project Coordinator.
Age: Between 30 and 35 years.

Responsibilities:

  1. Develop and implement the project’s MEAL framework.
  2. Design and conduct baseline, midline, and end line evaluations.
  3. Monitor project activities and outputs to ensure alignment with objectives.
  4. Collect and analyze data to assess project performance and impact.
  5. Prepare MEAL reports and share findings with stakeholders.
  6. Develop and maintain a database for project monitoring and evaluation.
  7. Train project staff on MEAL processes and tools.
  8. Ensure accountability mechanisms are in place and accessible to beneficiaries.
  9. Promote learning and knowledge, sharing within the project team.
  10. Facilitate reflective learning sessions to inform project improvements.
  11. Identify and document best practices and lessons learned.
  12. Ensure compliance with donor requirements for monitoring and reporting.
  13. Any other roles assigned.

Competencies

  • Strong ability to develop and implement MEAL frameworks.
  • Analytical skills for data collection and analysis.
  • Proficiency in monitoring and evaluation tools and processes.
  • Excellent communication and reporting skills.
  • High accuracy, attention to detail, and ability to ensure compliance.
  • Knowledge and experience of digital data management systems.

Qualification and Experience

  • A minimum of a Bachelor’s Degree in Monitoring and Evaluation, Statistics, Development Studies, Economics or a related field.
  • At least 4 years of work experience in a similar setting.
  • Proficiency in computer applications
