Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems globally. Water For People in collaboration with Ministry of Water and Sanitation is implementing a Water, Sanitation and Hygiene (WASH) sector system strengthening project with support from the British Foreign Commonwealth Development Office (FCDO) called WASH Systems for Health Program (WS4H). In addition, Water For People with support from Charity Water is also implementing a WASH service project in its focus districts. As part of the Project Implementation, Water For People now intends to recruit for the following positions to be part of the Program Team.
Monitoring Evaluation and Learning Specialist (1)-Blantyre Main Office
The Monitoring, Evaluation and Learning Specialist, in close coordination with the Country office team is responsible for coordinating the development and implementation of a comprehensive organisational monitoring & evaluation and knowledge management system to enhance impact monitoring, quality control and evaluation to improve internal processes and results delivery and underpin accountability at various levels.
The Monitoring Specialist will be reporting to the Senior Sustainability Manager.
Major Responsibilities
- Support all M&E initiatives for assigned grant(s)/projects) including developing MEL plans, log frames for new projects, monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
- Support in creating a framework and procedures for the monitoring and evaluation of project activities.
- Defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
- Assist the country program in proposing strategies to increase data use and demand amongst Program staff.
- Assist Program staff in clarifying project information needs.
- Support project/program staff on ways to properly document, organize and capture program progress.
- Draft tools and their revisions as well as data collection procedures with support from Region and Global Office (mWater Annual monitoring framework, TSS support tools, indicators, data flow chart, M&E manuals)
- Development of project based mWater information dashboards
- Keep abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
- Suggest ways to facilitate data collection and the flow of data within Program field teams.
- Identify strengths and weaknesses in the existing Flow data collection and management systems and propose solutions along with support from Region and Global Office.
- Perform regular field visits to ensure the quality of data collected by Programs/ enumerators and to verify the accuracy of reported data.
- Conduct routine longitudinal water point functionality surveys for the program focus districts
- Assist in the identification, analysis, and synthesis of lessons learned from program implementation with the Water and Sanitation Community of Practices, and Strategic Objective leaders, and facilitate the incorporation of those lessons into the activity cycle.
- Train other staff, and local partners, when required, on key MEL concepts, tools, and processes
- Conduct internal assessments and guarantee data quality to test the validity and reliability of data used to measure program impact.
- Update and maintain the program reporting calendar
- Support preparations of concise bi-annual and monthly reports for review and produce a synthetic and analytical progress report to guide management decision-making
Qualifications and Experience
- Bachelor’s degree in administration, Information Management, Project Management, Engineering, Finance, Social Sciences with a bias on demography or other relevant academic background (essential),
- Master’s Degree (desirable)
- 3 to 5 years of Monitoring and Evaluation experience (essential)
- Experience with mWater App application
- Capacity to produce high-quality briefs and reports in English.
Knowledge, Skills and Ability
- Good level of proficiency in Windows Excel and quantitative analysis
- Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Demonstrated ability to train and build capacity of others
- Strong interpersonal skills
- Bilingual in English and any other local language.
- Common sense to make judgments about a situation requiring deviations from routine tasks.
