ORGANIZATIONAL PROFILE:
Partners in Health (PIH) is a non-profit organization based in Boston, Massachusetts, USA, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern science to those most in need and to serve as an antidote to despair. PIH has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Sierra Leone, Liberia, Kazakhstan and Boston.
PIH began working in Malawi in 2007, where today we support the Ministry of Health (MOH) to serve a catchment area of 165,000 through 12 health centers and two hospitals in partnership with our sister organizations. Abwenzi Pa Za Umoyo (APZU) has its headquarters in Neno District with operations across the country.
We therefore seek to recruit suitably qualified and experienced candidates for the following position:
Position: Monitoring & Evaluation Officer for Economic Evaluation
Reports to: Monitoring and Evaluation Manager
Commitment: Full Time (Monday-Friday)
Working Hours: Regular Office Hours (40Hrs/ Week)
Location: Neno District
Position Summary
The Economic Evaluation Officer will support program cost-efficiency and cost-effectiveness analysis, planning and designing program evaluation, implementing and monitoring program implementation and efficiency within Neno District and all other places where PIH Malawi has offices.
The role will also work closely with our Research, Monitoring and Evaluation, Informatics, and Finance teams to ensure the collection and analysis of good quality data to support economic evaluation.
We seek an experienced and versatile Economic Evaluation Officer committed to social justice and health equity to support program implementation and platforms.
Responsibilities:
- Conduct, review, oversee, and quality assure cost-benefit analyses and cost-effectiveness analyses to support ex-post evaluation of completed interventions as well as ex-ante modeling to estimate the costs and benefits of potential future interventions;
- Development of guidelines, proposals, and project design with a lens on the justification of need, equity, and economic evaluation
- Conducting policy analysis on relevant policies to effectively formulate objectives for program evaluation that are aligned with these policies Contribute to organization strategy and icentify areas for future work
- Contribute to the budget development for new grants
Key Duties
Program Analysis and reporting
- Costing critical programs identified by the organization
- Plan and conduct a cost analysis for interventions about program outcomes
- Identify and value each resource required for an intervention/program
- Produce reports of average care delivery costs per client/patient for different interventions
- Assess program efficiencies through analysis of patient outcomes and operating costs
- Collect and cost all program inputs for critical selected interventions on an ongoing basis
- Conduct data analysis for the organization programs to measure the impact of interventions
- Conduct quantitative data analysis as required
- Build the capacity of the APZU team in data analysis and statistical results interpretation
Support the creation of tools that would aid in collecting analyzable data for program management using Commcare, REDcap, and other data collection applications - Support data analysis using STATA, SPSS, SAS or R.
- Support report automation using PowerBl
- Prepare presentations for reports to support leadership in decision-making and donor reporting
- Support the partnership and grant team for budget planning for projects and activities
- Support compilation of monthly and quarterly reports and data requests as assigned
- Any other responsibilities assigned by the supervision
Quality Improvement
- Conduct data quality assessments to identify gaps in data program management
- Develop data quality improvement initiatives in collaboration with programs
Required Qualifications and Experience
- Bachelor’s Degree in Economics, Health Economics, Statistics or a related subject At least two years’ experience in program cost assessment
Technical Competencies
Strong computer skills are required, including proficiency in Microsoft Office Suite (Excel, Word and PowerPoint)
- Demonstrated experience using statistical analysis software (STATA, SPSS, SAS or R)
- Demonstrated experience using data visualization tools (Tableau or Power BI)
- Excellent data analysis and writing skills for a wide range of audiences
- Analytical understanding of mixed methods research and impact assessment to generate evidence
Behavioral Competencies
- Fluency in both Chichewa and English (reading, writing, and speaking skills) is required Malawian national
- Demonstrated passion for strengthening the health system in Malawi
- Excellent interpersonal skills, including cultural sensitivity, assertiveness, and negotiating skills Impeccable communication skills and adept at coordinating communication across multiple stakeholders in high stress environments
- A strong interest in learning social medicine; that is, a willingness to look at diseases of poverty through a wide “biopsychosocial” lens that draws upon knowledge from a wealth of disciplines including clinical medicine, sociology, anthropology and public health
- Willingness to live in a remote area and travel to field sites regularly
- Willingness to work overtime with little notice
