NATIONAL MONITORING, EVALUATION, ACCOUNTABILITY & LEARNING (MEAL) COORDINATOR
Introduction
SOS Children’s Villages Malawi is a non-governmental child protection and development organization established in Malawi in 1991. Our vision is that every child belongs to a family and grows up with love, respect and security. Our mission is to build families for children in need, we help them shape their own futures, and we share in the development of their communities. In pursuit of the vision and mission, we work in collaboration with the Government of Malawi and other partners to implement various projects focusing on child protection and development; entrepreneurship and vocational skills training for young people; livelihood improvement for vulnerable households, child and youth education, as well as advocacy in the areas of child rights and protection. Our programme coverage is country-wide, operating from Chikwawa, Blantyre, Lilongwe, Mzimba and Mzuzu. To strengthen programme impact, SOS Children’s Villages Malawi intends to recruit a national MEAL Coordinator to support project implementation. The national MEAL Coordinator will also lead in the overall organizational MEAL system management (for existing project and new projects).
Role purpose
The purpose of this position is to strengthen overall monitoring, evaluation, accountability and learning within the organization and cooperating partners. The role will also lead the development of evidence- based project and programme reports. The position will be on 3 years fixed term contract renewable dependent on funding availability and to be based at SOS Children’s Villages Malawi National Office, Lilongwe.
Key tasks and responsibilities
a) Management of monitoring and evaluation frameworks and systems
Ensure a robust monitoring system is in place; coordinate periodic data collection and analysis in accordance with the national monitoring plan; lead internal and external evaluations; assist partners to set up reporting systems that meet the internal M&E requirements, when applicable.
b) Generation of programme-related evidence (including data), insights & learning
Ensures utilisation of programme data and other sources of evidence for building demonstrable evidence-base on reach, quality and results (outcomes and impact); generation and analysis of data; development of MEAL tools and processes to aid in organizational learning.
c) Ensure there is organizational learning from the evidence
Development of action plans for effective use of evidence; development of the evidence-based reports.
d) Knowledge sharing on generation, analysis, and use of evidence
Supports sharing of experience, insights and learning on the generation, analysis and use of evidence; including contributing to sharing across
e) Management of organizational wide MEAL data base
Maintain M&E databases and provide reports as needed.
f) Planning, programme conceptualization and development
Supports organizational planning and reviews; supports in programme/project conceptualization and development.
Role qualifications, experience
a) Professional degree in social sciences or in related fields. Preferably with postgraduate monitoring, evaluation and / or social research
b) At least 5 years work experience in the area of monitoring, evaluation and learning in the development sector. Preferably supporting multiple country projects.
c) Knowledge of social development issues, such as children’s rights,
d) Knowledge and skills related to implementation of MEAL-related processes and systems (e.g. monitoring systems, results framework, programme evaluation, impact assessments, etc.).
e) Experience using an array of statistical, analytical, database and other standard software
f) Analytical skills with good technical writing and reporting skills
g) Good computer skills, especially Microsoft Office 365 packages
