The Government of the Republic of Malawi has received financing from the World Bank toward
the cost of the Malawi Emergency Power Restoration Project, and intends to apply part of the
proceeds for consulting services.
The consulting services (“the Services”) include providing technical, coordination, support, oversight, and monitoring and reporting to the Project to design and implementation regarding
occupational health and safety for the Project. The incumbent will play a key technical role to contribute in the development of the OHS programme and interventions for the project, auditing and reporting, and strengthening the occupational health and safety policy and procedures across the Corporation for an initial period of one year.

The Electricity Supply Corporation of Malawi Limited (ESCOM) now invites eligible individuals
(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
Qualifications: A minimum of Bachelor’s Degree in disciplines such as engineering (Civil, Electrical, Environmental, Quality and Safety), Environmental Science, Environmental Management, Health and Safety or closely related field. Those with postgraduate qualifications in relevant or similar fields will have an added advantage
Work Experience: Minimum 5 years of working experience in occupational health and safety oversight, implementation, and regulation. Prior experience in developing and facilitating trainings in occupational safety and health to workers, supervisors and management, including safety representatives and committees and working in a large and technical Organization Experience in designing OHS programmes, conducting inspection and internal auditing of the programme
Knowledge: Excellent knowledge and extensive experience of Malawian OHS legal instruments, GIIP, WB EHSG, OHS in procurement and contractual documentation, application of OHS on a broad spectrum of development project and methods of OHS enforcement.
Other Skills: Demonstrate Ability to communicate through electronic and remote communication means like skype, Zoom, Microsoft teams, WebEx, call, telephony etc.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers Fifth Edition, September, 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
