Prevention and Management Officer (Biomedical) – National AIDS Commission
Job Description
BACKGROUND
The National AIDS Commission (NAC) is a body corporate established in 2001 and reconstituted through the HIV and AIDS (Prevention and Management) Act No. 9 of 2018 with new functional roles. The Act mandates NAC to coordinate and provide leadership for the implementation of the National response to HIV and AIDS in Malawi.
An opportunity has arisen to engage qualified persons of Malawian origin to fill vacant positions tenable at NAC Office in Lilongwe.
NAC, therefore, invites applications from suitable candidates to fill the positions of:
PREVENTION AND MANAGEMENT OFFICER – BIOMEDICAL: 1 position – Permanent
Grade: N4
Reporting to: Head of Prevention and Management Division
Purpose of the job:
To ensure that biomedical HIV and AIDS interventions are comprehensive, consistent and appropriate in line with HIV and AIDS national response strategic documents and guidelines.
Duties and Key Responsibilities:
1. Facilitating and supporting the development and/or review of biomedical policies, strategies, plans,
guidelines and standards for NAC and its partners
2. Ensuring that biomedical HIV and AlDS plans and guidelines ore consistent with the national HIV
(Prevention and Management) Act of 2018, HIV and AIDS policy strategies, guidelines, and international best practice.
3. Planning, monitoring, and evaluating implementation of biomedical interventions in the national response.
4. Ensuring integration of HIV and other related services in the country
5. Ensuring equity in coverage and access of biomedical HIV and AIDS
6. Reviewing of HIV and AIDS information before endorsement for publication and dissemination.
7. Ensuring that HIV prevention and management programs address issues of gender, culture human
rights, stigma discrimination, vulnerability, and risk.
8. Providing technical and advisory services to the public, NGOs, civil society, and private sector organisations to enable them to plan, implement and monitor quality biomedical HIV and AIDS programs
9. Ensuring that biomedical Technical Working Groups and task force meetings are regularly conducted to address technical issues affecting the HIV and AIDS response.
10. Any other duties on emerging HIV prevention and management issues as assigned from time to time
Academic, Professional Qualifications and Experience
The applicant should possess the following;
1. Bachelor’s Degree in Epidemiology, Medical, Nursing, Bio-Medical Sciences or Public Health.
2. At least three years’ experience in the biomedical components of HIV and AIDS.
Personal Specification
The applicant should possess the following attributes.
1. Analytical skills in HIV and AIDS biomedical interventions
2. Knowledge of cultural, gender and human rights issues related to HIV and AIDS planning and program management, including project management experience.
3. Experience in developing, analyzing, monitoring and coordinating HIV policies and interventions.
4. Be a strategic thinker, able to facilitate training in the area of HIV and AIDS, with specific focus on biomedical component
5. Effective interpersonal, problem solving and influencing
skills including being a team player.
6. Be able to work at own initiative and with minimal supervision.
7. Excellent communication skills, both written and spoken
8. Experience in working with cooperating partners, private sector, NGOs and civil society.
9. Understanding of issues pertaining to HIV and AIDS both locally and internationally
10. Computer proficiency in MS Word, Excel, PowerPoint, internet etc.
