CARE Malawi seeks to recruit well qualified people to fill the following vacant positions within its Country Office and ECHO funded project:

PROCUREMENT LOCALIZATION OFFICER – COUNTRY OFFICE

Position Description:

The Procurement Localization Officer (PLO) will directly report to the HOO (Head of Operations) and s/he will be responsible for efficiently managing the key activities for procurement localization in Malawi. The Procurement Localization Officer will be responsible for ensuring the effective localization of procurement strategies, aligning them with local regulations, market conditions, and organizational standards. This role requires a deep understanding of local supplier landscapes, compliance requirements, cost-effective sourcing practices and humanitarian operations to support operational excellence. This position is based in Lilongwe.

Specific duties and responsibilities include the following:

  • Collaborate with the head of operations, project managers and other staff in the procurement and admin unit to develop and implement sustainable localized procurement strategies.
  • Conduct market research to identify local suppliers and service providers, including in remote areas of our operation.
  • Vendor Management, due diligence, market surveys and monitoring vendor’s performance.
  • Identify local resources and vendors, evaluate them as per CARE local sourcing SOPS and procurement policy, and onboard local suppliers.
  • Build and maintain strong relationships with local vendors and ensure reliable service delivery.
  • Ensure procurement activities comply with local laws, regulations, and organizational policies.
  • Closely coordinate with government localization office to leverage on policies favoring local sourcing and suppliers and the project objectives.

  • Identify and mitigate risks related to local sourcing and supplier engagements, Cost Optimization, Negotiate favorable terms and pricing with local suppliers.
  • Analyze cost structures to identify opportunities for supporting local suppliers while maintaining quality standards.

Required education and experience

  • Degree in Procurement and Supply Chain or its equivalent and 5 years’ experience as procurement officer.
  • Good team player, strong listening skills and demonstrative learning attitude, hardworking and devotion who can adapt challenging situations without
    compromising compliance and quality.
  • Proficient in computer skills including Microsoft Office suite (word, power point, Excel, outlook).
  • Experience in donor-funded projects is a must.
  • Good communication skills in Local language with English an advantage.
  • Ability to fill in forms and write reports and make accurate calculations.
