Job Description

THE ORGANISATION

The Tobacco Commission is a Statutory Corporation established by an Act of Parliament under the Tobacco Industry Act No. 10 of 2019. The Commission is responsible for the provision of regulatory services and promotion of tobacco production and marketing systems in an environmental friendly manner using modern technologies.

To ensure that its mandate is carried out effectively and efficiently, the Tobacco Commission invites applications from suitably qualified individuals to fill the vacant position of Procurement Officer based at the Commission’s head office in Kanengo, Lilongwe.

GENERAL DESCRIPTION OF THE JOB

The Procurement Officer shall be accountable to the Chief Executive Officer and responsible for providing professional procurement service for the various departments and sections under the Tobacco Commission.

KEY DUTIES AND RESPONSIBILITIES

  1. Preparing of yearly procurement plans and ensuring that funding plan is attached;
  2. Preparing of bidding documents, General Procurement Notices, Specific Procurement Notices, Letter of Invitations and Contracts etc. for all procurement which are undertaken by TC;
  3. Sourcing items using correct procurement methods, arrange and attend bid-opening meetings for all procurement packages to advise on proceedings and taking minutes during meetings;
  4. Guiding user departments in the tender evaluation processes;
  5. Preparing evaluation reports and contracts;
  6. Preparing monthly procurement reports;
  7. Maintaining records and inventories for both financial and procurement audits;
  8. Assisting in negotiations with consultants and report thereon;
  9. Managing and monitoring of procurement contracts;
  10. Managing logistics related to procurement activities;
  11. Maintaining procurement database and procurement register;
  12. Assisting the Human Resources and Administration Manager in compiling TC annual budgets;

QUALIFICATIONS:

The candidate must have a minimum of a Bachelor’s Degree in Procurement or a related field from a recognized institution. Additionally, the candidate should have at least 5 years of experience in purchasing, supply functions, or logistics. Familiarity with Public Service Procurement Procedures is essential.

Furthermore, the candidate must be a registered member of the Malawi Institute of Procurement and Supplies (MIPS).

  3. Excellent knowledge of PPDA procurement guidelines
  4. High level of integrity and moral ethics
  5. Possess strong analytical skills
  6. Ability to meet tight deadlines
  7. Highly motivated individual with the ability to work under pressure;
