Background information/Catholic Development Commission in Malawi (CADECOM) Caritas is the development arm of the Catholic Church in Malawi. CADECOM Mangochi Diocese covers the districts of Machinga, Balaka and Mangochi.
Mission: to create awareness and empower disadvantaged people at grass-roots level to undertake
development which is integral, gender and environment sensitive, sustainable and which promotes justice, human dignity and self-reliance through the active participation of the people themselves so that they can take up responsibility of their own future.
CADECOM Mangochi invites applications from suitably qualified and experienced Malawians to fill the
vacant position of Programme Officer (PO) tenable at Mangochi Diocese Offices, Mangochi town. The PO reports to the Diocesan CADECOM Coordinator (DCC).
Job Summary:
The Programme Officer is the lead person in all programmes in CADECOM .He /she is
responsible for the designing and facilitating the implementation of multi-sectorial, food security, integrated resilience, livelihoods, climate change adaptation, WASH, Humanitarian, Gender and women empowerment projects. The post holder will be also the lead officer in MEAL. He/she will work in close coordination with the CADECOM and Social Development Directorate team and other stakeholders in such a way that the interventions being promoted provides tangible benefits to stakeholders.
Key Responsibilities:
Programme management /implementation:
1. Development of programme and project concept notes and proposals
2. Take a lead role in managing and implementing the programmes and projects benefiting the target
population in the project areas.
3. Ensure timely and quality technical support is available to the programmes/projects partners and
activities are implemented accordingly.
4. Liaising closely with the finance team, project staff in ensuring that clear roles, responsibilities and
timelines are set for all project requirements such as reports and budget realignments
5. Ensure development and implementation of project implementation plans and budgets,
procurement plans and provide guidance and solutions to problems to ensure smooth, quality
implementation of MEAL plan and achievement of log-frame objectives and results.
6. Actively contribute to the local coordination with local and national partners.
Coordination:
1. Build good working relationships across with all other stakeholders
2. Representing CADECOM in local and national level forum, meeting and workshop.
Capacity Building:
1. In consultation with Diocesan CADECOM Coordinator and Human Resources Officer take lead in
planning and organizing the delivery and capacity building of technical staff and project participants.
2. Take lead in developing and/or updating existing tools and guidelines related to project
implementation and maintain in depth understanding of the project interrelated sub-themes.
3. Provide support to fundraising for the development of quality project, fundraising materials and
relevant products
Technical Assistance and Quality Assurance
1. Provide technical support to technical staff to ensure quality of programmes in the field
2. Make regular field visits and deliver training, check the quality, identify best practices, identify
issues to be addressed, and share with the DCC.
Documentation and reporting:
1. Organise field visits, gather information, and prepare high-quality learning documents and reports
as the donor’s requirements, and timely submit them to related stakeholders
2. Document the innovative approaches, best practices, lessons learned, and case studies in
coordination with field office documentation team, document progress and learning, and share
them at appropriate level
3. Work with programme teams to ensure that reports are delivered according to DCC and donor
contractual requirements, within the agreed timescale and budget.
Requirements
Academic and Professional qualifications and experience:
- Bachelor of Science Degree in Agriculture, Agriculture Economics, Rural Development, Community Development, Development Studies, Natural Resources management with minimum 3 years’ experience in NGO sector at middle level management.

1. Computer literate and practical experience using excel, power point, Microsoft team meetings,
KOBO software.
