KEY ACCOUNTABILITIES

Anticipatory Action Systems Building and Programme Life Cycle Management: 

  • Lead strategic engagement of WFP Malawi with the Department of Disaster Management Affairs (DODMA), the Department of Climate Change and Meteorological Services (DCCMS), the Ministry of Agriculture (MA) and other line ministries contributing to anticipatory action programming.
  • Lead programme cycle management (planning, implementation, monitoring, and evaluation) of the full portfolio of anticipatory action programming in coordination with senior and technical government counterparts from DODMA, DCCMS, MA and other key stakeholders.
  • Lead policy setting, capacity strengthening, strategic and operational planning, and advocacy of the full portfolio of anticipatory action in coordination with senior government officials from DODMA, DCCMS, MA and other key stakeholders.
  • Monitor anticipatory action outputs and services delivered to ensure they contribute to the Country Office’s planned Strategic Outcomes and are to the appropriate quality, on time and within budget. Proactively monitor overall progress and initiate corrective actions as appropriate to resolve issues.
  • Foster the integration of activities especially between Anticipatory Actions and Social Protection programmes within WFP but also the development of national capacity for the coordination between DODMA and Ministry of Gender, Community Development and Social Welfare.
  • Ensure compliance with regional (RB) and headquarters (HQ) guidelines for anticipatory action programming, liaising closely with RB and HQ counterparts.
  • Lead integration and harmonization of anticipatory action and early warning with other Country office (CO) Units, especially emergency preparedness and response, food systems, vulnerability assessment and monitoring (VAM), nutrition and partnerships.
  • Provide capacity strengthening and support to field office staff for the direct implementation with province and district level authorities.
  • Other as required.

Partnerships:  

  • Represent WFP at partnership fora with donor representatives and other stakeholders within the Disaster Risk Management sector (e.g. Food Security Cluster, Anticipatory Action technical working group, African Risk Capacity working group).
  • Ensure inter-agency coordination and harmonization of anticipatory action programming.
  • Support national advocacy fora, such as annual Dialogue Platforms on Anticipatory Action.

Budget and Fundraising: 

  • Manage anticipatory action programming budgets, monitoring expenditures against outputs as the programme progresses.
  • Engage in resource mobilization efforts for project development and government capacity strengthening on multi-hazard anticipatory actions and macro insurance (e.g. scanning for opportunities, preparing proposals, raising funds, etc.), with both development and humanitarian donors.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Disaster Risk Reduction/Management, Climate Adaptation, Economics, Political Sciences, International Law, International Development, or Meteorology, Hydrology, Environmental Science Studies or any other related field, or First University Degree with additional 3 years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language and local language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

•    At least 3 years of progressive postgraduate professional experience in programme/project development, capacity strengthening, representation in a humanitarian or development environment.
•    Experience with anticipatory action or other disaster risk financing instruments, including being familiar with vulnerability and risk mapping, climate and weather forecasting and monitoring indicators and triggers.
•    Additional training in these areas is desired.
•    Proficiency in data analysis and risk assessment methodologies.
•    Proficiency in the latest global trends/developments in anticipatory action.
•    Experience in the establishment of partnerships with public and private sector actors and understanding of policy issues.
•    Experience of leading or contributing to strategy development.
•    Experience with emergency response, early warning and preparedness, or disaster contingency planning.
•    Experience in developing tailored communication and dissemination strategies to strengthen access to risk financing solutions.
•    Proven experience of working with governments, donors, and UN agencies.
