Programmes Officer – Association of Southern African National Roads Agencies (ASANRA)
Job Description
The Association of Southern African National Roads Agencies (ASANRA) is composed of national road agencies/authorities, or government departments responsible for road infrastructure, traffic policy and regulatory reforms, of SADC Member States. The association was established in March 2001 in line with the SADC Protocol on Transport, Communications and Meteorology. ASANRA’s main goal is enhancing regional policy coordination and road transport systems integration in order to improve intra-regional road transport efficiency and lower transport costs.
Applications are invited from suitably qualified individuals to fill the position of Programmes Officer tenable at ASANRA’s secretariat offices in Lilongwe, Malawi.
DUTIES AND RESPONSIBILITIES
The officer will report to the ASANRA President and will be responsible for:
- Providing leadership and direction in the day to day management of ASANRA’s Secretariat;
- Developing and maintaining strategic and financial relationships with key players (both private sector and donors) in the road sector;
- Supervision of the designing, installation and maintenance of effective systems for supporting ASANRA’s financial management, procurement and implementation of its Programmes;
- Overseeing the implementation of the five-year strategic and business plan;
- Preparation of project schedules and special reports,
- Maintaining programme and project records
- Coordinating, monitoring and reporting of all regional projects
- Project preparation and procurement of consultancy services
- Liaising with the Standing Committees in determining programme areas, projects and priorities and annual work plan programmes;
- Preparation and management of contracts for consultancy services,
- Liaising with other international bodies
QUALIFICATIONS AND SKILLS
The applicants will be required to have the following attributes:
Qualifications and Experience
- Master’s degree or its equivalent in Civil Engineering or related disciplines;
- A minimum of five (5) years of relevant professional experience in transport and other infrastructure project design, management and financing in the public sector/development financing institutions;
- Experience in result-based project management;
- Knowledge of roads related issues.
- Ability to build partnerships and deliver results that meet the needs and long-term interests of members and other stakeholders outside the institution;
- Ability to work in teams and to prioritize work programs; attention to detail, resourcefulness and result orientation;
- Excellent written and verbal communication skills in English and preferably with a working knowledge of the other SADC languages.
- Competence in the use of Microsoft standard software (Word, Excel, Access, Power Point, MS Projects.
