Emmanuel International (EI) is a local NGO in Malawi, currently with active presence in 19 districts. Emmanuel International started its operations as an NGO in the Country in 1987. EI exists to encourage, strengthen, and assist local community structures to meet the holistic needs of the poorest of the poor in their local context. Since its inception, E.I. has built on and strengthened its capacities to reach vulnerable populations in Malawi with effective programming in the areas of Capacity building of local structures, Health care management, Food and Nutrition Security, MCHN, WASH, Education, SRHR, Gender Equality, Women Economic Empowerment, Climate Change Management, Emergency humanitarian response and HIV/AIDS among others. EI Malawi focuses on provision of last mile services that respond to the needs of the vulnerable groups, the youth, women, girls, people with disability, ultra-poor and the elderly.
In anticipation of an upcoming USAID-funded PMI Case Management and Social Behavior Change Project, Emmauel International seeks to recruit for the key positions below. Therefore, the positions are subject to award being made to EI and donor approval. The PMI Case Management and Social Behavior Change Project will seek to increase access to, demand for, utilization of, quality of, and satisfaction with malaria services and preventive measures.
Position Title: Project Finance and Operations Director (1 Post) – Based in Lilongwe
Position Summary:
The Project Finance and Operations Director will be responsible forthe financial and operational management of the PMI Malaria CaseManagement and Social Behavior Change Project in strict compliancewith USAID rules and regulations, Malawian Laws, and EI’s Policies and Procedures.
Responsibilities
- Works closely with the CoP to ensure smooth operation of all finance matters and assist with the preparation of project budgets and financial reports.
- With Chief of Party, ensure compliance with USG, USAID, PMI, Malawian Law and EI’s Policies and Procedures.
- In collaboration with the CoP, take lead in the management of Project budget and financial analysis.
- Ensure that effective budget reconciliation and tracking is maintained in the field for all project funding sources.
- Oversee preparation and submission of the periodic financial reports, supporting documentation, field cash reconciliation and cash projections for approvals.
- Maintain proper internal controls over the receipt, disbursement, administration and reporting of all financial resources.
- Ensure Field Operations Manual is up-to-date, and project team is regularly using it to guide administration of activities.
- Lead the project procurements and purchases, including document review and approval and ensure support documentation requirements are met.
- Contribute to the development and enforcement of procedures for sub-awards, and, with the COP and Sub-Awards Specialist, ensure adequate financial and management capacity of the
organizations receiving grants or sub-contracts. - Supervise the Project HR function to ensure compliance with USG regulations, Malawi Government and EI’s Policies and Procedures.
- Directly supervise Sub-Awards Specialist, Project Procurement Specialist, Project Human Resources and Office Manager, and Project Accountant.
Minimum Requirements:
- More than 10 years’ experience working as a Finance and Operations Director on a USAID-funded Project
- Bachelor’s degree in accounting, MBA or any relevant qualification
- Having a chartered accounting certificate is preferable.
- Computer literate and knowledge of accounting package(s) is a MUST
- Excellent communication skills, both written and verbal in English
- Able to pay attention to details and work in a fast-paced environment
- Self-starter and able to handle multiple tasks
- Able to work odd hours when needed
