Job Description

Centre for Environmental Policy and Advocacy (CEPA) is implementing a project entitled “Improving
Smallholder Resilience through Customized Climate Services,” with financial support from the
Development Fund of Norway through a consortium of NORCAP under the Norwegian Refugee Council
(NRC), Chr. Michelsen Institute (CMI), and Norwegian Research Centre (NORCE). Funded by the Norwegian Agency for Development Cooperation (Norad), the consortium brings together expertise across the research practitioner divide to address identified needs and gaps in the climate services value chain in Malawi.

CEPA seeks to fill the following positions under the project:

Project Manager

The Project Manager will be responsible for the daily management of the project in collaboration
with partner institutions.

Location: Lilongwe

Duties and Responsibilities

  • Develop plans, budgets, timelines, and resource allocation plans for project-based activities;
  • Monitor and report on project progress, performance and deliverables;
  • Ensure adherence of project implementation to contractual obligations and standard operating
    procedures;
  • Facilitate capacity building of field-level staff in the delivery of climate services;
  • Manage and supervise field-level staff ensuring strict adherence to the project’s research
    protocol and deliverables;
  • Ensure effective communication and collaboration among project team members and external
    partners;
  • Liaise with project partners, government, and other relevant stakeholders;
  • Manage project scope, schedule, and resources;
  • Coordinate cross-functional teams including climate scientists, meteorologists and agricultural
    extension workers in the co-creation and dissemination of relevant climate services and
    advisories;
  • Work closely with the impact evaluation team to plan and execute the activities in strict
    adherence to the randomization protocol;
  • Identify and mitigate project risks;
  • Manage project budget, track expenses and ensure cost effectiveness; and
  • Ensure the project meets scientific and technical objectives.

Required Qualifications

  • Graduate Degree, preferably Masters Level in the Environment, Economics, Agricultural
    Economics, Climate Science, Agriculture or related fields;
  • At least 5 years experience in managing projects related to environmental science, climate
    research, agriculture, or a similar field;
  • Strong understanding of climate information services;
  • Understanding of Randomized Controlled Trials (RCTs) for impact evaluations;
  • Demonstrated project management skills;
  • Ability to work under pressure and to meet deadlines;
  • Excellent problem-solving, analytical, and organizational skills;
  • Ability to work in a team;
  • Excellent computer skills;
  • Proficiency in project management software and tools; and
  • Previous involvement in randomized control trials will be an added advantage.
