Job Title: Project Manager – Strengthening the Rural Governance for the Right to Food (WHH 1105) _Phase II project
Duty Station: Lilongwe
Contract Duration: 6 Months
Reports to: The Head of Programmes and Policy Advocacy (HOPA)
The Civil Society Agriculture Network (CISANET) is a grouping of civil society organizations established in 2001 to facilitate the engagement of Civil Society Organisations (CSOs) working in the agriculture sector with Government over policy issues affecting the agriculture. CISANET’s membership comprises local and international non-governmental organizations (NGOs), farmer organizations and interested individuals. Our mission is promote agricultural development and sustainable livelihoods for the rural poor by influencing desired change in policies, practices and attitudes of Government, donors, civil society and other stakeholders through effective and results focused advocacy, research and Networking.
CISANET is seeking for a dedicated and results-driven Project Manager to lead the Phase II of the Strengthening the Rural Governance for the Right to Food (WHH1105) Project. This is a successor for the WHH1044 project funded by BMZ through WeltHungerHilfe (WHH). The project aims at strengthening the local governance to support the realization of the Right to Food in Malawi. The successful candidate will be responsible for managing and overseeing the implementation of this
project, ensuring alignment with our objectives to strengthen food governance frameworks, advocate for policy reforms, and promote the right to food at local and national levels.
2. Key Responsibilities
Project Planning & Coordination: Lead the development of the project’s implementation plan, ensuring alignment with key objectives and timelines. Coordinate project activities across multiple
stakeholders, including government agencies, civil society organizations, traditional authorities, media and local communities.
Stakeholder Engagement: Build and maintain relationships with key partners, including government officials, advocacy coalitions, international organizations, and local communities, to promote the
right to food agenda.
Monitoring & Evaluation: Develop and implement a robust monitoring and evaluation (M&E) system to track project progress, assess outcomes, and ensure that the project meets its goals and objectives.
Budget and Resource Management: Oversee the project budget, ensuring that resources are allocated effectively and that expenditures align with the project’s financial plans.
Reporting: Prepare regular progress reports for internal stakeholders, donors, and partners, highlighting successes, challenges, and lessons learned. Ensure compliance with donor reporting requirements.
Advocacy & Policy Influence: Lead advocacy campaigns and policy dialogues on the right to food, working closely with policymakers to influence decisions and strengthen governance frameworks.
Capacity Building: Facilitate training and capacity-building activities for project staff and local stakeholders to enhance their understanding of the right to food and related governance issues.
Qualifications
1. Bachelor’s degree (Master’s preferred) in International Development/ development studies, Public Policy, Human Rights, or a related field.
2. At least five (5) years of experience in managing development projects, ideally in food security, human rights, or governance sectors.
3. Strong understanding of food systems, the right to food framework, and governance issues at local, national, and international levels.
4. Proven experience in stakeholder engagement, project coordination, and working with a diverse range of partners.
5. Excellent written and oral communication skills, including experience in preparing reports and presenting to diverse audiences.
6. Demonstrated experience with project monitoring, evaluation, and reporting.
7. Ability to work independently and as part of a team in a dynamic, results-oriented environment.
