Job Description

Reporting to the Senior Project Manager, the Project Manager is responsible for supporting the successful commercial and financial delivery of the project ‘Strengthening the Teaching of Primary Mathematics in Malawi’, and compliance with Mott MacDonald’s Business Management Systems. The Project Manager will be recruited and based in Malawi. They will also provide day-to-day management support to the Team Leader.

Key Responsibilities

Project Delivery

  • Provide support to the senior project manager to complete the PPW, risk register (internal)
  • Support the high-quality implementation of project / field activities

Client Relationship

  • Manage external audits (FCDO/MM), with Finance Manager
  • Support the Team Leader and Deputy Team Leader in maintenance of communication, consultation and reporting to client.

Financial management

  • Manage costs and resources (outside services)
  • Support the Operations Manager and Office Manager to obtain VfM in delivery of project activities
  • Support the Senior PM to manage costs and resources (staff, other divisions, outside services)
  • Support the DTL to manage activity plans and activity budgets, within approved limits
  • Support the Finance Manager to forecast cash requirements and request from Treasury, through the country office
  • Responsible for ensuring timely payments to suppliers, partners and sub-consultants

Sub-Consultants Management

  • Contracting and Due Diligence
  • Invoicing and payment processing on Mott MacDonald’s financial system – Connect Business

Project Governance

  • Support the procurement officer in the contracting of outside services
  • Responsible for International travel & security approvals (HSSRAs, MMF150, training)
  • Support the operations manager with in-country travel and security approval of activity and related travel requests, as required
  • Support the Team Leader, Deputy Team Leader and Senior Project Manager in their responsibility for management of Conflicts of Interest
  • Undertake MPCM with PP and Senior PM
  • Manage compliance with STEP
  • Maintain Project Records and File Storage (SP site)
  • Oversee the management of operational partners’, and suppliers’ contracts and their performance
  • Support the Senior Project Manager and Procurement Officer to manage procurement to high standards
  • Support Operations Manager to conduct due diligence on suppliers

Day-to-Day Project Management

  • Day to day budget approvals
  • Review and approval of fuel reconciliation payments
  • Petty cash approvals and withdrawals
  • Supplier contracts support to Ops and Finance Managers
  • Troubleshooting with Senior Leadership Team

Candidate Specification:

Required qualifications and experience

  • Bachelor’s degree required. Business administration, management, leadership and related fields.
  • Relevant management or operational experience, preferably in the International Development Sector.
  • Detail-oriented, strong attention to deadlines and budgetary guidelines
  • Thrives in a collaborative environment,
  • Good communications skills, with Client, team and stakeholders

Project Description:

The Strengthening the Teaching of Primary School Mathematics in Malawi programme (aka the National Numeracy Programme, NNP) aims to improve student learning outcomes in mathematics, so that girls and boys have a solid foundation in basic skills to succeed in the rest of their schooling and fulfil their potential.

The programme provides technical assistance to the Ministry of Education to revise the mathematics curriculum for lower primary (standards 1-4), develop corresponding teaching and learning materials, design teacher training strategies (including school-based support structures), rigorously pilot the new materials and training strategies, document impact, refine the materials and training strategies, and then oversee a national scale-up. The programme is scaling up nationally to all schools in Malawi from June 2024.

The programme is led by the Ministry of Education with technical assistance from Cambridge Education, a member of the Mott MacDonald Group. The programme is funded by UK aid from the UK government.
