Job Description

VACANCY: PURCHASING AND PROCUREMENT MANAGER

Applications are invited from suitably qualified candidates to fill the position of Purchasing and Procurement Manager in the Finance and Administration Department tenable at Head Office in Blantyre. The successful candidate will report to the Finance and Administration Manager. The major activities of the position are:

1. Ensure that Health, Safety and Environmental (HSE) issues are taken into consideration in all activities of the purchasing function by liaising with HSE staff and users.
2. Manages preparation and issuance of invitations to bid and requests for quotations based on specifications received from user departments.
3. Receives, reviews and determines compliance with requirements of bids or requests for quotations; prepares tabulations sheets; analyzes quotes and bids to determine awards.
4. Development and maintenance of qualified/approved vendor list; establishes and maintains effective communication with various vendors/suppliers and bidders as required.
5. Develops, implements, revises, and interprets the purchasing policies and procedures.
6. Provides recommendations and coordination concerning contractual provisions, terms, and conditions. Research market sources and vendors/suppliers to locate and ensure most cost effective and competitive pricing for the purchase of goods/commodities and services.
7. Formulation of the Purchasing Plan: Forecasting and Planning after meeting user departments on their yearly approved budgets and assist in post-budgetary implementation.
8. Ensure goods and services are of the right quality and quantity and procured at the best economic cost to the company liaising with key users and management.
9. Disposal of approved company assets written off in an environmentally friendly and cost-effective manner, following through the process to the very end including liaison with external stakeholders.
10. Co-ordinate all foreign purchases of parts and equipment in conjunction with users and Treasury Accountant and identify areas of cost reduction.


Qualification and Experience


1. Minimum of Bachelor of Science in Mechanical or Civil Engineering with at least 5 years relevant post qualifying experience
2. At least 2-3 years’ experience in purchasing and procurement
3. Member of Malawi Institute of Procurement and Supply
4. Strong negotiation, contractual law, verbal & written communication skills.
5. Strong and effective interpersonal and leadership skills
6. Must abide by strict confidentiality and non-disclosure requirements
7. Ability to always maintain quality and safety standards
