Job Description

The Senior HDA Counselor at UNC Project is responsible for carrying out and supervising provision of  voluntary counseling and  testing services; and assist in the recruitment and retention services. He/she provides HIV and sexually transmitted infection prevention counseling and testing to clients willing to join the studies and programs utilizing existing protocols and national, local and site policies, regulations, SOPS developed by MOH, UNC, HPTN, and CDC. The Senior HDA Counselor is responsible for making relevant and appropriate referrals when needed. As a Supervisor, he/she is responsible for overseeing other HTC Counselors’ provision of service, data collection and data reporting.

Main Duties/Responsibilities

  • Provide voluntary counseling and HIV/hepatitis/syphilis testing services to study participants and more
  • Ensure quality control of reagents
  • Collect, manage and transmit data using the study specific data collection forms
  • Seek out and respond accordingly to feedback and supervision from the supervisor on a routine basis in order to improve and maintain quality HTC service delivery.
  • Complete and maintain confidentiality of medical and personal information of clients as directed.
  • Participate in dispelling rumors and misconceptions about the study in the community.
  • Make relevant and appropriate referrals of clients as needed e.g. ARV, HBC, posttest clubs, PMTC, TB, to other studies, and social welfare support services.
  • Conduct sensitization meetings and give Health education.
  • Review daily the completed registers and other HTC forms.
  • If authorized by the UNC Project, draw blood and perform HIV whole blood rapid testing
  • Participate in in-group peer discussions.
  • Attend weekly, monthly, case and Central Region counselors’ network meetings
  • Discuss sensitive issues with clients including sexual behavior and related activities.
  • Supervise HTS services and other HTC counselors
  • Supervise compilation of reports
  • Perform any other duties as assigned.

Team work

  • Maintain frequent contact with other team members and counselors working directly under the supervisor
  • Be able to identify team members with stress and counsel them

  • Advanced counseling skills
  • Problem solving skills
  • Communication skills in both oral and written form
  • Good judgment skills to select appropriate and applicable guidelines in the HTC protocol that fits a particular situation.
  • Flexibility and confidence in decision making when determining the best practices and procedures necessary to support quality HTC service delivery
  • Supervisory or leadership skills

Knowledge Required

  • Thorough knowledge of HIV/AIDS related issues and concerns
  • Knowledge of provision of Voluntary Counseling and Testing following HTC policies, standards and guidelines developed by MoH.
  • Knowledge of counseling protocols developed by MoH
  • Knowledge of all personnel policies and SOPS.

Qualification and Experience

  • HTC Certificate according to the MoH guidelines.
  • In service training on HIV/AIDS/PrEP/hepatitis/syphilis guidelines.
  • At least 3 years relevant work experience
