EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 177 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) – funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

Job Description

Working under the vision and guidance of the Public Health Research and Evaluation Director (PHRED), the Senior Research and Evaluation Manager will lead the design, implementation, and dissemination of high-quality research and evaluation initiatives aligned with EGPAF Malawi’s strategic goals. The role focuses on advancing evidence-based practices in HIV, TB, and maternal and child health interventions, with an emphasis on health information systems (HIS), biostatistical modeling, and integrated program evaluation. This position involves close collaboration with the Department of HIV and AIDS, central data repository teams, and external stakeholders to produce impactful analyses and scientific outputs.

Key Responsibilities

Research and Evaluation Leadership

  1. Develop and implement study protocols, data collection tools, and analysis plans for operational research and evaluations.
  2. Conduct data mining, statistical modeling, and quality assurance of HIS data, focusing on HIV and TB program outcomes.
  3. Lead HIS meta-data analysis, identifying trends, challenges, and opportunities for improving patient-level data quality.
  4. Design solutions for data challenges, including addressing gaps, ensuring consistency, and enhancing reporting accuracy.

Technical Oversight

  1. Utilize advanced statistical methods, including generalized linear models, survival analysis, and causal inference, to evaluate programmatic impact.
  2. Analyze large datasets using statistical software such as Stata, SAS, or R to produce actionable insights.
  3. Develop policy briefs, analytical reports, and scientific publications that incorporate disaggregated data by age and gender.

Capacity Building and Knowledge Sharing

  1. Provide technical support and mentorship to Ministry of Health, EGPAF Malawi staff, consultants, and local researchers.
  2. Conduct workshops and training sessions on data analysis, quality assurance, and research methodologies.
  3. Translate complex technical findings into accessible formats for diverse audiences, including government, donors, and community stakeholders.

Stakeholder Engagement

  1. Collaborate with the Department of HIV and AIDS, EGPAF HIS teams, Care and Treatment Teams and external partners to strengthen data systems and evaluation frameworks.
  2. Represent EGPAF Malawi in national and global forums, advocating for evidence-based approaches to public health challenges.
  3. Maintain open communication with field teams, ensuring alignment between research activities and program objectives.

Project Management

  1. Oversee research and evaluation projects from inception to completion, ensuring timelines, budgets, and deliverables are met.
  2. Monitor and report progress on research activities to the PHRED and other key stakeholders.
  3. Contribute to program planning and strategy development, integrating research findings into decision-making processes.

Qualifications

Education

  • Master’s degree in Biostatistics, Public Health, Epidemiology, or a related field. A PhD is highly desirable.

Experience

  • At least 5 years of experience in public health research and evaluation, including work in low-resource settings.
  • Proven expertise in analyzing HIS data, program evaluation, and producing scientific outputs.
  • Experience with HIV and TB program evaluations is strongly preferred.

Technical Skills

  • Proficiency in statistical software (e.g., Stata, SAS, R) and data visualization tools.
  • Strong theoretical knowledge of advanced statistical modeling, including survival analysis and propensity score matching.
  • Demonstrated ability to develop and manage complex research protocols and evaluation designs.
