Job Description

REPORTS TO: GHSC-PSM Country Director/MOH Director of Health Technical Support Services

The purpose of the USAID Global Health Supply Chain program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Position Summary

The Senior Pharmaceutical Supply Chain Management Advisor is responsible for supply chain stakeholder coordination, providing quality assurance to strengthen overall supply chain performance, and carrying out activities to meet the project objectives. This position is based in Lilongwe, Malawi and will be seconded to the Ministry of Health under the Directorate of Health and Technical Support Services. Roles and Responsibilities:

  • Build the supply chain management capacity of the HTSS, particularly around the use and quality of data for decision-making, including stakeholder coordination, performance monitoring, forecasting. quantification, national needs assessment, and supervision.
  • Support ongoing improvements in supply-chain data generation, collection, processing, storage, and utilization, ensuring that data is cleaned, reports prepared, shared, and used in decision-making.
  • Identify, analyze, and recommend options to strengthen HTSS’s oversight, systems, and procedures using quality data to improve management of the supply chain.
  • Participate in relevant meetings and technical working groups and liaise between organizations managing the supply chain, MOH programs, donors, and other partners.
  • Provide advice on the implementation of the Health Sector Strategic Plan (HSSP III) and the Master Supply Chain Transformation Plan (MSCTP), ensuring HSSP III and MSCTP performance indicators are regularly used in performance monitoring; provide input to the subsequent strategic plan as requested
  • Coordinate with the PSM technical director of the project and HTSS for timely execution of the annual national quantification activities; review methodology for quantification of medicine needs, coordinate data collection/cleaning/analysis, and document and share assumptions particularly for essential medicines.
  • Utilize the quantification report to support the development of an integrated national supply plan for program commodities and essential medicines.
  • Support ongoing supply chain data utilization and quality assurance efforts, including reviews of tools, standard operating procedures (SOPs), and manuals. Liaise with Zonal Coordinators to engage districts and support the Integrated Supportive Supervision and Peer Mentorship program (ISSPM).
  • Support implementation of the supply chain system architecture, OpenLMIS, and the traceability
  • Monitor reforms and policy changes and highlight the potential impact of these changes on the supply chain and product availability
  • Regularly report and disseminate information on progress and improvements to the supply chain. supervision reports, stock status reports, quantification, forecasts, etc
  • Assess and review the existing national system of Procurement and Supply Chain Management, identify needs for revision and liaise with relevant stakeholders in fixing identified loopholes
  • Develop and revise work plan and implement activities arising from SOP revision & recommendations
  • Coordinate with and support the MOH health programs in setting targets, confirming budgets, establishing funding gaps, and supporting national quantification.
  • Coordinate and provide technical support to MOH health programs in forecasting and supply planning for their required HIV commodities; prepare and share supply plans with HTSS for funding decisions.
  • Support MOH in ensuring transparency and accountability throughout the supply chain.
  • Document and share project reports, successes, and lessons learned.
  • Other duties as required by HTSS and project leadership.

Qualifications

  • Minimum ten years of experience in supply chain management, performance monitoring, and logistics data management, particularly at the national level.
  • Minimum of seven years of experience working in the health system of developing countries, within the Ministry of Health, or supporting Ministries of Health.
  • Bachelor’s Degree in a field related to Pharmacy/Logistics/Supply Chain Management or Data Management required; advanced degree preferred.
  • Experience and familiarity managing projects in monitoring and evaluation for systems performance. process improvement, and data management strongly preferred.
  • Experience conducting capacity building, on-the-job mentoring, and continuous process improvement programs preferred.
  • Demonstrated ability to achieve results in dynamic and high-pressure environments.
  • Ability to communicate effectively in a cross-cultural environment with multiple stakeholders and partners.
  • Proficiency in Microsoft Access, Word, and Excel and familiarity with database and spreadsheet queries, formulae, and graphical presentation data.
  • Fluency in English and excellent report-writing skills required
  • Proven leadership and organizational skills.
  • Demonstrates leadership, versatility, and integrity.
