Project Description 

USAID’s Tisamale Mabuku Project (TMP) activates the role of communities and civil society in the management and utilization of National Reading Program (NRP) Teaching and Learning Materials (TLM) and works with Ministry of Education (MoE) system stakeholders at all levels to strengthen TLM provision and use through community engagement, social accountability and collaborative governance. EDC and its team of Malawian civil society partners work with school community management groups, including School Management Committees (SMCs), Parent Teacher Associations (PTAs), and Mothers Groups (MGs), district-based MoE staff and Civil Society organizations to co-create sustainable solutions for improved TLM management, replenishment, and use that are owned by participants and reflect local contexts.

Job Description

Position Description 

The Social and Behavior Change Communication (SBCC) Specialist is a technical expert in social and behavior change communication and social marketing. They will develop and implement project SBCC strategy and support partners and grantees as they implement activities at district, community and school levels. Responsible for monitoring and evaluating social behavior and communications activities. Reports to the Deputy Chief of Party- Technical.

Essential functions include:

  • Develop SBCC strategy and assets and quality assurance functions for SBCC roll out;
  • Provide technical leadership, coordination and capacity building on national and local SBCC;
  • Work with project M&E staff and TA to co-design the Knowledge, Attitude, Practice (KAP) survey;
  • Advise on pre-testing and finalization of SBCC campaign;
  • Develop a plan for media coverage including print and radio and monitoring impact;
  • Support in development of program communications, as needed.

Qualifications

The candidate for the position of SBCC Specialist shall have at a minimum the following qualifications:

Education:  

Bachelor’s degree in social science or related field is required.

Skills and Experience:  

  • A specialist in social behavior change communication with 6-7 years of demonstrated experience in designing and implementing social and behavior change strategies in development sectors, such as education, health, and community development;
  • Demonstratable skills in developing KAP surveys and SBC strategies, creative and effective SBCC messages, and communications materials, including drama skits, radio programs, promotional and educational materials, etc.;
  • Experience in developing and coordinating data collection, processing and analysis systems;
  • Demonstrated creativity and ability to work effectively with diverse stakeholders including community members;
  • Strong organizational, communication, computer, and interpersonal skills;
  • Good technical writing and report writing skills;
  • Timeliness and follow- through;
  • Willingness to travel to districts covered by the project.

Language:  

Fluency in English and Chichewa is required.
