JSI is currently recruiting for a Supply Chain M&E Advisor on the on-going Country Health Information Systems and Data Use (CHISU) program. The CHISU program provides support to the Government of Malawi (GOM) to improve coordination of the health information system, strengthen the implementation of national policies and guidelines, and improve use of data at national and decentralized levels.

The Supply Chain M&E Advisor serves as a lead technical expert for the provision of technical assistance to HTSS in analyzing, monitoring, and evaluating supply chain data in the health sector. S/he will also work within the ministry to strengthen capacity to use data to monitor and evaluate Malawi’s health commodity supply chain, and improve data management practices that ensure accountability, transparency, and availability of commodities. In close collaboration with the MIS Advisor and other HTSS technical staff, the advisor is responsible for conducting monitoring and evaluation, data analysis, interpretation, and dissemination of reports to stakeholders to ensure that data generated from the LMIS is used for logistics decision making. In collaboration with the team at the Ministry of Health /HTSS, s/he will support the implementation of the national product catalogue (NPC) and GS1 strategy. The Supply Chain M&E Advisor will report to the Country Project Lead/Resident Advisor.

RESPONSIBILITIES

  • Support the HTSS to develop LMIS strategies, work plans, and M&E systems;
  • Support HTSS in the development of innovative solutions for Malawi’s vision of end-to-end supply chain visibility including OpenLMIS and other systems;
  • Support HTSS in the strengthening of its monitoring and evaluation systems and practices and generate evidence-based feedback for program planning and policy formulation;
  • Support HTSS to develop and implement the M&E framework, guidelines, and other tools;
  • Provide support in designing tools to continually assess and improve MIS and data analytics, capacity building needs of MOH staff at national, zonal, regional, and site levels and monitor the outcomes of project interventions in collaboration with other project technical teams;
  • Ensure consistent availability of quality data through development of SOPs and relevant databases;
  • Improve data visibility through use various analytical reports;
  • Promote culture of data ownership, use and accountability and coordinate capacity building of MOH/HTSS staff in use of supply chain data, creating reports, and other tasks as needed;
  • Support analysis of quantitative supply chain data to support project reporting, performance monitoring and activity planning;
  • Support data analysis, interpretation, and timely dissemination of LMIS data to stakeholders to promote LMIS data use for logistics decision making;
  • Support HTSS Directorate to develop and disseminate various communication materials including success stories, infographics, and other materials for external stakeholders;
  • Monitor performance against work plan targets;
  • Assist HTSS to compile monthly, trimester and annual progress reports as required using the MIS data;
  • Support the implementation of NPC through coordination of data collection activities with MOH and other stakeholders;
  • Support implementation of global standard including GS1 to support Malawi’s vision of end-to-end visibility in the supply chain;
  • Collaborate with HTSS LMIS team ensure optimal use of LMIS tools;
  • Assess infrastructure and training needs in LMIS in coordination of project counterpart;
  • Other duties as required by HTSS and the project.

QUALIFICATIONS

  • Advanced degree in Statistics, Computer Science, Supply Chain Management, public health or related discipline.
  • Minimum of 7 years’ experience including management of information preferably in work funded by USAID.
  • Proven experience leading M&E systems development and implementation in similar contexts and environments.
  • Understanding of Malawi’s health supply chain and operating environment.
  • Excellent computer skills, including using word-processing, PowerPoint presentations and spreadsheets.
  • Excellent working experience with databases.
  • Proficiency in network and server management including MS Exchange is a plus.
  • A proven ability to work as a part of a team but self-managing of own time, good interpersonal skills for building rapport with other project staff, MOH and other counterparts, and strong analytical and problem-solving skills.

Salary commensurate with experience.
