With funding from the Global Fund through the Ministry of Health, ActionAid Malawi (AAM) serves as a Sub Recipient (SR) for the COVID-19 Response Mechanism – Community Engagement Grant. AAM’s role involves coordinating Community-Led Monitoring (CLM) initiatives to enhance Health and Community Systems Strengthening.
This implementation is carried out in partnership with three Sub-Sub Recipients (SSRs): Malawi Network of People Living with HIV/AIDS (MANET+), Creative Center for Community Mobilization (CRECCOM), and the Archdiocese of Lilongwe, Lilongwe Catholic Health Commission (LL-CHC).
ActionAid is looking for Technical & Advocacy Coordinator (Community Covid 19 Response) to fill the position available immediately.This position is available up to 31 December 2025 and will be renewed depending on funding availability and perfomance.

Role Overview
The Technical & Advocacy Coordinator will be responsible for coordinating innovative activities to preserve the results attained from the COVID-19 Response Mechanism Program. These will include but not limited to implementation of the activities of the Global Fund component, support the SSR strategy to strengthen the technical and management capacity in the field of HIV, TB, Malaria, pandemic preparedness, community mobilization and advocacy.
He /She will work in close collaboration with the other program staff, operations team, program staff in the Sub-Sub-Recipients (SSRs) and National HIV program officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of the Global Fund program.
Roles and Responsibilities
- Ensure implementation of CLM strategies.
- Ensure effective management of the programme focusing on quality control from formulation to implementation of the country program.
- Ensures creation of strategic partnerships and implementation of the resource mobilisation strategy in the HIV/TB/Malaria and Community spheres.
- Ensures provision of top quality policy advisory services on CLM to the Government and National Institutional and faciliation of knowledge building and management.
- Ensures guidance and facilitation of knowledge building and sharing in the GF team.

Qualifications, Skills and Competencies
- A Bachelor’s degree in Public Health, Social Sciences, Medical & Health Sciences or related field.
- 5 years experience in HIV/TB/Malaria related programming,networking with and / or supervising other partners including local NGOs, local government agencies and community based organisations.
- Computer literate with coherent report writing skills.
- Atleast 3 years experience in managing programmes with community based organisations / local associations in rural areas.
- Prior experience with Community Led Monitoring will be an advantage
- Prior experience with Global Fund programs will be an added advantage
- Competence with Project cycle Management and local frameworks
- Experience in project planning,budgeting monitoring and evaluation and the ability to collate and analyse information.
- Fluent spoken and proficient written English.
- Previous Global Fund programme work experience would be an added advantage.
