Job Description

Project Hope Namibia-MA (PHN-MA) is implementing a 5-year (2023-2028) PEPFAR/USAID funded project known as Ana ndi Achinyamata Patsogolo (Children and Youth First), or ANAPA in short. The project aims to prevent new HIV infections and improve the health wellbeing and protection of children, adolescents, their families and young women (CAFYW) living with, affected by and vulnerable to HIV. Implemented in 9 high HIV burdened districts of Blantyre, Chikwawa, Lilongwe Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba, ANAPA complements the Government of Malawi’s efforts to address the remaining gaps in achieving epidemic control, as outlined by the 95-95-95 UNAIDS targets. Title: Technical Lead for Adolescent Girls and Young Women (AGYW) and Prevention
Services

Reports to: Chief of Party
Duty Station: National (Blantyre).

Job Summary

The Technical Lead for AGYW and Prevention Services will be responsible for overseeing the
implementation of the AGYW/DREAMS component of the program. She/he will oversee the DREAMS, family strengthening/parenting support interventions among AGYW and their caregivers and sexual partners. She/he will coordinate the AGYW/DREAMS referral services and ensure continuum of care from the community to the health facilities.

She/he will support ANAPA implementation to ensure that AGYW/DREAMS activities are adhering to PEPFAR/USAID and Government of Malawi policies. She/he will provide technical assistance to local implementing partners and government counterparts to build local capacity for implementation of evidence based AGYW/DREAMS interventions.

Roles and Responsibilities

  • Overseeing the implementation of the AGYW/DREAMS component of the program. She/he
    will oversee the DREAMS, family strengthening/parenting support interventions among AGYW and their caregivers and sexual partners.
  • Development and Implementation of Technical Approaches
    o Provide technical leadership to the development of the AGYW/DREAMS component of ANAPA’s strategic plan, work plan, and project monitoring, in close collaboration with GOM, PEPFAR/USAID and other stakeholders
    o Work closely with the Chief of Party on setting ANAPA’s priorities and directions and responding to requests for support from local counterparts
    o Identify appropriate facility- and community-based strategies and lead the formulation of innovative approaches to deliver AGYW/DREAMS services
    o Oversee efforts to provide technical assistance through mentoring, coaching and capacity building at central and district level.
  • Support ANAPA implementation to ensure that AGYW/DREAMS activities are adhering to
    PEPFAR/USAID and Government of Malawi (GoM) standards and policies
  • Foster and maintain excellent relationships with technical counterparts from PEPFAR/USAID,
    GOM counterparts and other stakeholders.
  • Partnership: Partner with a range of implementing partners in layering of services and align demand-supply; develop and complete agreements with Technical Service partners (curriculum-based partners) for evidence-based prevention interventions
  • Oversee the AGYW/DREAMS and Prevention Services program management including leading and facilitating planning, monitoring, reporting and evaluation.
  • Collaborate with Monitoring, Learning and Evaluation: collaborate with MEL team in collecting and consolidating data on key indicators and reporting on DREAMS services provided at the facilities and in the community; furthermore, contributing towards the development, tracking and reporting of tools to monitor program progress, outputs and outcomes of the DREAMS layered services to reduce new HIV infections
    o Compiling monthly and quarterly reports on the program’s activities in the district and making timely submission of the same to the Chief of Party and other members of the PHN leadership as needed
  • Commodities: Keeping track of all essential commodities required for seamless implementation of the AGYW/DREAMS and Prevention Services program.
  • Demand creation: Coordinating and strengthening demand creation activities and linkages between the health facilities and/or health departments such as HIV, HTS, ART, PMTCT, MNCH and TB clinics and the community in liaison with the Community Programs team to ensure that
    services provided are adequate and can meet the demand created in close collaboration with clinical and service provision partners.
  • Result Oriented: Oversee targets set for the DREAMS program in line with MER and custom indicators are planned and achieved including enrollment, primary package completion; and receiving of secondary services.
  • Partnership: Collaboration with line Ministries: Quarterly meetings with NAC and DHA on the National updates to the AGYW and prevention programming.
  • People Management: Oversee people management with 5-8 direct line reportees; with cascading of performance management system and manage district level staff with dotted line in close collaboration with the Implementation Lead.
  • Coordinate, collaborate and synergy with the Program Lead for OVC. Leverage each other with
    the OVC program overlap, strategize and create synergy and efficiency for the program
  • Perform any other responsibilities as requested by PHN and ANAPA Leadership.

Required Qualifications

  • Master’s Degree in Public Health, Medicine, Social Sciences, Community Development, or a related degree.
  • Minimum 7 years’ experience which includes both implementation and technical assistance around PEPFAR, HIV, or AGYW focused programs in sub-Saharan Africa.
  • Skilled in building capacity of individuals and organizations
  • In-depth understanding of Malawi healthcare system, particularly the public health system
  • Proven track record managing a project team and fostering teamwork.
  • Familiarity with USAID’s administrative, management and reporting procedures and systems
  • Excellent diplomacy skills and ability to maintain relationships with key stakeholders.
