EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 177 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) – funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.
Job Description
How will you fight for an AIDS-free generation?
The Temporary HIS Officer is a well-trained, proactive and self-motivated individual who under the direct supervision and guidance of the Senior HIS Officer will coordinate the deployment, training, troubleshooting and support of systems in their respective districts. S/he will support in the development and field testing of curriculum and tools. S/he will participate in the training of trainers and provide coordination for cascade trainings for sites within their districts. S/he will provide responsive support to sites in their districts for all queries on hardware, software and connectivity. S/he will also supervise Data Clerk and data quality within the electronic systems in the districts they operate in.
S/he will report regularly to the Senior HIS officer on project progress. He or she will assist in the hardware and software configuration as per software requirements hence some background in systems development will be essential. Post deployment, a lot of time will be invested in systems support and responding to user needs and queries in a timely and resolute manner, for this, practical knowledge and experience in hardware maintenance, technical support plus experience in Linux administration (or use) and networking will be a requirement and not an added advantage.
No two days are alike at EGPAF, but what can you expect in this role?
Essential duties and responsibilities include, but are not limited to the following:
Master Trainer and Training Implementation
- Well versed in all training, curriculum, tools for the project execution
- Lead in the development of training plans and logistics arrangement for the assigned district
- Facilitate:- Venue hire, Coordination, Perdiems, Logistics – stationary and Communication
Hardware Set up and Installations
- Lead in setting up machines and configuration of all relevant hardware in the assigned district.
- Install software front-End (Vue-JS) and Back-End (MySQL)
- Set up of software containers (Docker) for the application
- Ensure periodic system updates with due Quality assurance with release notes, implement changes and updates, test and deploy
Trouble Shooting
- Ongoing identification and resolution of issues
- Ensure systematic documentation of issues and regular feedback to the users
- Troubleshooting Linux and Windows machines for sites in their operational district
- Setup a LAN and a WAN
- Open a client machine and replacing relevant parts or fixing existing parts.
Data Security, Storage, Transfer and Retrieval
- Coordinate and support data clerks and teams on site to back up of databases and securing data
- Assisting in pulling updates from data repositories (Git Hub)
- Assist in the preparation of reports and data quality
Reporting & Data Governance
- Report daily, weekly, monthly progress on installation, data entry and uploads from respective clinics within the district
- Ongoing mentorship to site staff on data completion of records
- Lead on the data cleaning process and outcomes – scheduling, running queries, using the system to drill down and triangulation of data with paper registers
- Generate reports every quarter, monthly weekly as required by the PEPFAR program
- Minimize data quality and consistency errors caused due to the system functionalities and completeness – observe errors, data inconsistencies, compare previous reports
Technical Assistance
- Provide TA to facility and district stakeholders in the rollout of electronic solutions to ensure high quality data.
Perform other duties as assigned by the supervisor

Qualifications
To be successful, you will need to have:
- Degree in Information technology, Management Information Systems, Computer Science, Health Information Systems (having a Degree will by no means give you an edge over a Diploma holder who has better technical expertise).
- Cisco or a Microsoft Certification in the relevant areas would be an added advantage only if you can demonstrate and apply the logic in a practical session.
- Ability to work in a fast-paced environment under tight deadlines while producing quality content.
- Working experience/Knowledge in the following is added advantage
- Use of Docker for deployment
- MySQL database
- EMRs
- Use of a repository for installation
- Use of web server
- Use of a Help Desk system
- Dataset preparation, Data cleaning (using SQL Scripts)
