A. Brief Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

The Project “Promoting an Environmental-Friendly Construction Material Sector in Malawi” PEFCoM, implemented by GIZ in Malawi, is attached to the GIZ Programme “More Income and Employment in Rural Areas in Malawi”. It tackles the problems in Malawian building material production sector, i.e. low quality, unsustainable and environmentally harmful production methods, with the goal to enhance quality in the building material sector whilst reducing its environmental impact. By doing so the project supports the efforts of the Malawian Government to reduce the environmental impact of building material production in Malawi and to support the creation of new jobs in the sector.

In this context, GIZ is seeking a suitable candidate for the position of Senior Project Engineer, ready to accompany the programme in the implementation of its activities.

B. Details of Tasks

1. Representation of the project/programme

a) To get well acquainted with the Programme MIERA and the PEFCoM Project and their construction projects to be able to give an overview on the history of:

  • The project of environmentally friendly brick firing (Vertical Shaft Brick Kiln) and the engineering work related to it.
  • The project of environmentally friendly cement production (Limestone Calcined Clay Cement).
  • The support to the development of guidelines, codes and tools for the certification of sustainable construction materials and construction works.
  • The programme and project in their actual situation

b) To become familiar with the construction sector in general in Malawi

c) To advise the management of MIERA in construction affairs.

2. Implementation of the project’s measures and activities

a) To support the gathering of information about raw materials, the sampling and shipping of raw material samples.

b) To support the establishment of guidelines and standards for the sustainable construction materials.

c) To participate in the development of construction materials (support the execution of trials, advise on trials and implementation)

d) To undertake small studies for innovative approaches in the construction material affairs.

e) To support the development of curricula and execution of trainings for the application of the new building materials and technologies

f) To support awareness raising about appropriate construction methods and appropriate material usage for the wider public as well as construction specialists

g) To support the dissemination of the technologies to interested small and medium-sized enterprises or cooperatives in Malawi.

h) To support traditional brick producers in setting up cooperatives/associations to produce environmentally friendly building materials.

3. Organisation and quality management in all kinds of construction processes

a) To support the design and establishment of production facilities for sustainable construction materials.

b) To support the construction of demonstration buildings.

c) To support national consultants in the establishment of designs and during site supervision:

  • check plans and BoQ
  • check deliverables
  • check budgets
  • advise on quality and other gaps

d) Perform all kind of duties, the project manager hands over to him/her.

C. Required qualifications, competences and experience

Qualifications

  • Master’s degree from a recognized university for civil engineering, structural engineering, materials engineering, production engineering or related field.
  • An additional degree in Business or Project Management will be an added advantage.

Professional experience

  • At least 10 years professional experience
  • Finely tuned organisational skills and ability to work on one’s own initiative at the organisational level.
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) CAD programmes is a must.
  • Very good knowledge of English.
  • Very good communication skills.
