A. INTRODUCTION AND BACKGROUND
The Malawi Energy Regulatory Authority (MERA), the Energy Sector Regulator in Malawi, was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy
sector in a fair, transparent, efficient and cost-effective manner for the benefit of consumers and operators. MERA’s vision is to be a recognised global leader in Energy Regulation.
To fulfill the mandate and vision effectively and efficiently, an excellent and rare opportunity has arisen to engage a qualified person of Malawian origin to fill the position of ICT Officer – Applications and User Support (Grade M5) on permanent basis tenable at MERA Head Office in Lilongwe. MERA therefore invites applications from suitably qualified candidates to fill the position on permanent basis.
B. Post: ICT Officer – Applications and User Support
Grade : M5
Reporting to : Senior ICT Officer
Purpose of the Job
To ensure that ICT systems, Services and Infrastructure remain up-todate, secure and are effectively utilised.
Key Duties
a) Implementing and supporting necessary security aspects for systems and applications.
b) Troubleshooting and resolving software related faults.
c) Manage the Authority’s website to promote the visibility of the Authority both locally and globally.
d) Configuring and implementing software systems.
e) Providing technical and ICT user support and providing on the job training.
f) Providing relevant data security and backup of systems
g) Reviewing and monitoring ICT applications, Management Information Systems (MIS) and user manuals.
h) Preparing periodic ICT reports.
C. Minimum Education Qualification, Key Attributes and, Experience
a) Bachelor’s Degree in Computer Science, Information Technology, Information Systems plus three (3) years post qualification experience,
b) Proven experience as a Software Developer,
c) Proven knowledge of coding languages (PHP, Java, JavaScript plus others) and Microsoft Power Platform,
d) Familiarity with Agile development methodologies,
e) Proven experience in Supporting Accounting, Payroll and HR systems,
f) Experience and knowledge of databases and structured query languages,
g) Knowledge of standard ICT hardware and equipment,
h) Excellent communication skills.
