Job Description

JSI is currently recruiting for an MIS Specialist for the on-going Country Health Information Systems and Data Use (CHISU) program. The CHISU program provides support to the Government of Malawi (GOM) to improve coordination of the health information system, strengthen the implementation of national policies and guidelines, and improve use of data at national and decentralized levels.

The MIS and Data Management (DM) Specialist will provide support on the CHISU program
for the operationalization and use of the OpenLMIS in Malawi. The MIS & DM Specialist will work with the MIS Advisor, other CHISU staff, and supply chain stakeholders at the government level in maintaining OpenLMIS functionality at all levels of implementation, and support the process of supply chain data quality assurance, data demand creation, data analysis, and data use.

Position Summary
The MIS & DM specialist will serve as a member of the OpenLMIS support team that is responsible for providing technical assistance and enhancing the capacity of the Ministry of Health at the central, and district levels in Malawi. The MIS and Data Management Specialist will support the Ministry of Health (MOH)/Health Technical Support Services (HTSS) to push for the utilization of OpenLMIS and improve the quality of data in the logistics management information systems (LMIS) for improved
decision-making and management of medical commodities throughout the supply chain.

In collaboration with donors and partners, the MIS & DM specialist will support the development and deployment of OpenLMIS, an electronic LMIS platform for managing health commodities that interfaces with other relevant health management information systems in Malawi. Under the supervision of the MIS Advisor, the MIS & DM Specialist will provide technical support to OpenLMIS users, program specialists in supporting quality improvement and use of logistics and supply chain data. They will also ensure uninterrupted quantitative and qualitative data to project colleagues and MOH officials using OpenLMIS, and data collected in various forms including surveys.

RESPONSIBILITIES

  • Provide technical assistance on OpenLMIS, other LMIS tools and applications under the CHISU project;
  • Provide monthly and ad-hoc reports on pharmaceuticals consumption and stock status for all public and CHAM health facilities in Malawi;
  • Ensure consistent availability of quality LMIS data through development of SOPs and job aids;
  • Improve LMIS data visibility through use of various analytical reports and visualization tools;
  • Promote culture of data ownership, use and accountability and coordinate capacity building of MOH staff in use of supply chain data, creating reports, and other tasks as needed;
  • Support the analysis and visualization of LMIS data to support project reporting, performance monitoring and activity planning;
  • Training of OpenLMIS users and onsite supervision;
  • Assist the MOH on the Data Quality Assessment DQA;
  • Support data analysis, interpretation, and timely dissemination of LMIS data to stakeholders to promote OpenLMIS data use for logistics decision-making;
  • Support the interpretation of data analysis results and findings;
  • Assist in facilitating OpenLMIS stakeholder meetings to plan for deployment, and support functions of the LMIS support and management;
  • Assess the training needs in LMIS in coordination with project counterparts and assist in the preparation of technical requirements for OpenLMIS training and roll-out;
  • Plan and implement routine OpenLMIS user feedback surveys and provide user feedback reports to OpenLMIS developer team;
  • Provide and/or organize on-the-job mentorship and training for OpenLMIS at all levels in the health supply chain;
  • Assist in monitoring the quality of technical and maintenance support provided to OpenLMIS users by L1 – L3 subcontractors;
  • Assist in managing short-term technical assessments for OpenLMIS infrastructure, interoperability, functionality, and hardware/software;
  • Assist in the development and revision of technical materials (manuals, standard operating procedures (SOP), training plans and curriculum) for OpenLMIS;
  • Participate in preparation of annual work plans, quarterly and annual reports, activity reports and other related communications;
  • Support the MOH-led Integrated Supportive Supervision and Peer Mentoring program;
  • Perform other duties as required and assigned.

QUALIFICATIONS

  • A minimum of first Degree from a recognized University in Statistics, Computer Science, Data Science, Supply Chain Management, public health, or related discipline.
  • Strong knowledge and hands-on experience in programming and database development.
  • Hands on knowledge in technical IT project management tools i.e. Asana, JIRA etc. and code repositories management.
  • Five years of experience including management of information preferably in work funded by USAID.
  • Proven experience leading MIS development in similar contexts and environments.
  • Understanding of Malawi’s health supply chain and operating environment.
  • Proficiency with MS Access, SQL and database management.
  • Proficiency in network administration and server management.
  • Excellent computer skills, including spreadsheets; experience with databases – should be able to create complex queries such as tableau.
  • A proven ability to work as a part of a team but self-managing of own time, good interpersonal skills for building rapport with other project staff, MOH and other
  • counterparts and strong analytical and problem-solving skills.

Salary commensurate with experience.
